Job summary

Kinsley Power Systems in Arlington, VA seeks a senior Systems Engineer to support the SAF/OCM JTIM program. A Top-Secret clearance with SCI eligibility and 10+ years in DoD systems engineering, including JWICS/SIPRNET, RMF, and architecture definition are required.

Responsibilities include leading task tracking, creating ICDs and SEP, coordinating tests, deploying solutions, and guiding developers and network engineers. Travel is local NCR up to 10%.

Salary Range

Outcomes

• Formally track all tasks, to include assigned by, suspense, status, and comments on all assigned tasks through completion and be prepared to brief upon request.
• Develop digital continuity folders and files that include standard operating procedures, workflows and POC lists to accomplish all tasks.
• Create 2-3 products beyond the client’s requirements that positively impact the client to either increase efficiency, effectiveness, or innovation.
• Establish foundation in AI/ML skills and contribute to AI/ML operationalization and modernization goals and objectives.
• Master position tasks within 60 days and exceed requirements within 90 days.
• Use government provided Generative AI tools on a day-to-day basis to accelerate tasks, research, documentation, analysis, planning, reporting, and problem solving.
• Make recommendations on process improvements and practices that improve quality, speed and/or efficiency.

Responsibilities

The Secretary of the Air Force, Office of Competitive Activities, Concepts, Development, and Management (SAF/OCM), requires a Systems Engineer to support the Joint Targeting Intelligence Modernization (JTIM) program. JTIM is a complex system-of-systems integration effort streamlining automated processes through an integrated workflow manager, enterprise tool modernization, and a common DevSecOps platform to enable tools and data integration.

Per PWS section 1.3.4.3 specific tsks include, but are not limited to:

• Provide systems engineering support to include: integration, administration, changes to networks and software applications, solution architecture, testing, and identification and mapping network dependencies,
• Interact with network engineers to monitor and resolve issues on JWICS & SIPRNET.
• Engage various stakeholders, to include: users, development teams, and program management offices.
• Ensure all technical and programmatic deliverables for the program are tracked and managed using Microsoft Project and/or JIRA.
• Provide system engineering and solution guidance to individual programs; delivering ICDs, solution models, and a System Engineering Plan (SEP) with the intent of larger integration into the JTIM suite of tools.
• Coordinate and execute Test Plans for system testing to ensure the implementation of programs is successful and certain tools are fulfilling their intended purpose.
• Plan and design IT infrastructure (servers, storage, networks) and ensure systems integrate with software applications and business processes.
• Lead configuration and integration of systems, coordinate new software releases, and oversee cloud migrations.
• Provide technical guidance on security measures, ensure standards are met, conduct risk analysis, and enforce data classification policies in compliance with government regulations.
• Work with developers, network engineers, and IT support teams, and communicate complex technical issues to non-technical stakeholders.
• Use government provided AI tools to improve processes, gain efficiencies, and make recommendations.

Qualifications

The candidate must have the following qualifications:

• Minimum of ten(10) years of related work experience.
• Minimum of six (6) specificwork-relatedexperience in support of a DoWcomponent.
• Experience in systems engineering, integration, testing, and maintenance of information systems, to include systems on NIPRNET, SIPRNET and JWICS,
• Experience in planning, defining, and documenting the requirements for complex systems, equipment and software configurations.
• Experience with architectural concepts and cybersecurity requirements IAW the Risk Management Framework (RMF).
• IAT Level II Certification in accordance with DoD 8570.01-M.
• Good verbal and written communication skills.

The following qualifications are desired:

• A blend of skills to include familiarity of DevSecOps, Cloud Deployment, Software Engineering, and Solution Architecture (desired).
• Functional use of JIRA and Microsoft Project (desired).
• Familiarity with JTIM suite of tools (desired).
• Air Force, Intelligence Community, and/or Joint Targeting Cycle familiarity (desired).
• Knowledgeable and skilled in applying Generative AI (desired).
• Knowledge, and practical application, of Agile frameworks and the Software Acquisition Pathway (desired).
