Job summary

ICF is seeking an experienced Support Scientist to provide scientific leadership for federal research solicitations and peer-review activities in the Washington, DC area. This senior, non-management role requires coordinating with program officials, researchers, and reviewers to ensure fair, secure evaluations in line with scientific protocols.

The position may be performed at an ICF facility or client site, with domestic travel as needed.

Qualifications

• Master's degree in a scientific or technical field relevant to NASA's scientific or technical areas.
• At least 10 years of professional experience in a scientific or technical field relevant to NASA's.
• Willingness to travel domestically and provide on-site support when required.

Responsibilities

• Plan, organize, perform, and support the technical aspects of solicitation and peer-review activities.
• Identify qualified candidates for panel chairs, panelists, and reviewers based on required expertise.
• Support recruitment and communication with panel and reviewer candidates endorsed by government officials.
• Document and maintain evaluation criteria and prepare evaluation forms and orientation materials.
• Administer mail reviews and other review activities, including assignments and tracking.
• Manage conflict-of-interest and nondisclosure processes and escalate conflicts.
• Advise government stakeholders on panel operations and ensure adherence to protocols.
• Facilitate deliberations and assist with panel summaries and evaluations.
• Capture technical actions from deliberations and follow-up decisions for leadership.
• Support science-program activities, including tracking grants and briefing materials.
