Job summary

Northrop Grumman Mission Systems in Sunnyvale, CA seeks a Principal Procurement Specialist to support Maritime/Land Systems & Sensors, reporting to the Marine Systems Procurement Manager. Qualifications

• Bachelor’s degree and a minimum of 5 years of procurement and/or supply chain experience; or a Master’s degree and minimum of 3 years; or 9 years in lieu of a degree
• Experience with procurement policies, procedures, and regulations
• Experience with FAR/DFARS and associated Federal Contracting regulations

Responsibilities

• Develop subcontract specifications, work statements, and terms for procurement of services, materials, and equipment
• Prepare bid packages, conduct bidder conferences, analyze proposals, negotiate subcontracts, write awards
• Ensure proper documentation for logistics/warehouse receipt
• Negotiate and coordinate subcontract changes
• Coordinate subcontract funding, invoice processing and program reviews
• Collaborate with contracts, engineering, quality, supplier development, planning, operations, end-users
• Evaluate supplier quality and reliability and delivery schedules
• Identify strategies to reduce cost and manage risk through negotiation
• Manage subcontracts and ensure compliance with laws and company policies
• Use Lean Six Sigma tools with suppliers to drive quality and efficiency
• Develop strategic suppliers and review supplier payments
