Qualifications

Job description

Opportunity to join a privately held aerospace and defense manufacturer specializing in the design and production of advanced aircraft systems, surveillance platforms, and integrated radar technologies for military and commercial applications worldwide. We are currently seeking an experienced Subcontracts Manager to lead and manage cradle to grave high value subcontracts for cutting edge defense and space programs in the greater San Diego area.

DUTIES AND RESPONSIBILITIES
  • This position is responsible for managing the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services under a government or commercial contract(s).
  • Manages the preparation of bid packages, conducts bidder conferences, analyzes and subcontractors, writes awards, and manages resulting subcontracts.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • Collaborates with the contract administration and purchasing departments to develop subcontract policies and procedures.
  • Ensures subcontracts are in compliance with applicable laws and regulations, identifies and advises management regarding subcontract risks, and coordinates internal and external audits.
  • Objectives may be accomplished through subordinate management and/or professional staff.
  • May be responsible for decisions that have an extended and significant impact on outcomes across the company.
  • Provide leadership to management and program managers on procurement issues relating to government and commercial subcontracts.
  • Manage subcontract policies and procedures to ensure efficiency and compliance with appropriate laws and regulations while meeting company objectives. Recommend modifications to operating policies as needed.
  • Manage work assignments and provide direction to staff while ensuring subcontract processes meet assigned timelines.
  • Review confidentiality agreements, license agreements and other documentation for conformance to business objectives, company policies, economic conditions, and for compliance with laws and government regulations.
  • Manage the subcontract portion of proposal preparation.
  • Perform a final review and evaluation of RFP/RFQs, source selection decisions, price analyses and other subcontract documentation.
  • Identify and manage subcontract issues and develop creative solutions to resolve highly complex problems.
  • Act as primary contact for subcontract activities and issues. May represent the company with subcontractors and suppliers, potential subcontractors and suppliers, and government representatives.
  • Manage the planning, attraction, selection, retention, and development of human resources to ensure the availability of the required management and professional talent.
  • Maintain the strict confidentiality of sensitive information.
  • Responsible for ensuring all laws, regulations and other applicable obligations are observed wherever and whenever business is conducted on behalf of the company.
  • Responsible for ensuring work is accomplished in a safe manner in accordance with established operating procedures and practices.
  • Additional Functions: Other duties as assigned or required.
Job Qualifications
  • Typically requires a bachelor’s degree in business, law, or a related field and thirteen or more years of progressively complex experience in contracts/subcontracts. May substitute equivalent experience in lieu of education.
  • Demonstrates detailed and extensive technical expertise and application of government/commercial contract administration principles, concepts, and practices as well as comprehensive contract/subcontract management and leadership skills.
  • Must have a thorough understanding of applicable laws and regulations including Federal Acquisition Regulations (FAR), FAR supplements, and the Uniform Commercial Code (UCC).
  • Must possess the ability to resolve unusually complex management and technical problems while serving as a spokesperson on assigned projects and/or programs.
  • Strong communication, leadership, presentation, and interpersonal skills are required to enable an effective interface with other departments, all levels of management, professional and support staff, customers, potential customers, and government representatives.
  • Must be able to work on a self-initiated basis and in a team environment, and travel as required.

Pay Range: $125,810-229,670
