  • Ensure compliance with FAR, DEAR, company and project procedures.

  • Represent the company in meetings with DOE and industry counterparts; may relocate as Contracts Manager to project site.

Spectra Tech, Inc. is currently hiring for a Senior Sub-Contracts Manager in Piketon, OH.

Position Overview

Without immediate supervision, manages Contracts functions as assigned by senior management. This position is responsible for leading contract operations, overseeing personnel, ensuring regulatory compliance, managing budgets, and supporting the successful execution of projects throughout the contract lifecycle.

Key Responsibilities
Contract & Project Management
  • Plan, schedule, and organize Contracts department activities to ensure effective utilization of employees while meeting contract requirements, quality standards, and budget guidelines.
  • Manage all aspects of the contract project lifecycle, including:
    • Scope definition
    • Project planning
    • Progress tracking
    • Status reporting
    • Project communication
  • Maintain close working relationships with senior and operational management to ensure contracting services meet company needs.
  • Ensure compliance with:
    • Federal Acquisition Regulations (FAR)
    • Department of Energy Acquisition Regulations (DEAR)
    • Company and project procedures
  • Analyze company sourcing strategies and recommend improvements and new industry trends.
  • Represent the company during meetings and presentations with the Department of Energy (DOE) and industry representatives.
  • May be assigned or relocated to a project site to serve as the local Contracts Manager.
Leadership & Personnel Management
  • Provide technical and administrative guidance to assigned personnel.
  • Mentor Contracts professionals to support career development and advancement.
  • Lead, motivate, and supervise department personnel through subordinate supervisors.
  • Oversee staff development, workforce planning, and department operations.
  • Instruct employees on work methods and performance expectations.
  • Conduct fair and consistent employee performance evaluations and provide regular feedback.
  • Promote a workplace free of harassment, intimidation, discrimination, and other conduct that violates company policy.
Documentation & Process Improvement
  • Write, edit, review, and approve procedures and analytical documentation.
  • Identify opportunities to improve project operations and recommend revisions to operating plans and processes.
  • Support continuous improvement initiatives throughout the Contracts organization.
Financial & Administrative Responsibilities
  • Manage departmental budgets and financial responsibilities.
  • Perform complex management duties related to Contracts operations.
  • Perform other job-related duties as assigned.
Safety Responsibilities
  • Perform all work safely and in accordance with approved safety policies, procedures, and applicable regulations.
  • Ensure employees under supervision follow established safety requirements and safe work practices.
  • Actively participate in Safety Work Groups.
Minimum Qualifications
Education & Experience
  • Bachelor's degree in a related field and 15 years of related experience.

OR

  • An equivalent combination of education and experience.

Typical experience ranges from 15-20 years.

Required Skills
  • Experience using Microsoft Office and other standard PC software.
  • Expert understanding of federal and state policies and regulations.
  • Excellent interpersonal, written, and verbal communication skills.
  • Exceptional attention to detail.
  • Ability to recognize and report instances of fraud, waste, and abuse.
  • DOE "L" Clearance or the ability to obtain a DOE "L" Clearance.
Working Conditions
  • Primarily office-based in an environmental restoration setting, including outdated, abandoned, industrial, or project facilities.
  • May travel to off‑site locations to represent the organization for business purposes.
  • Potential exposure to:

    • Equipment movement hazards
    • Dangerous chemicals and solvents
    • Hazardous materials
    • Radioactive materials

    when proper safety procedures are not followed.

  • Ability to perform sedentary to light physical work, including:
    • Lifting (up to 50 pounds occasionally; lifts over 45 pounds require a two-person buddy system)
    • Carrying
    • Pushing and pulling
    • Standing and walking
    • Kneeling, stooping, and reaching
  • Ability to perform extensive computer and office work.
  • Radiological training may be required depending on assignment.
