Job summary

Office of the Director of National Intelligence seeks a strategic leader to coordinate whole-of-government counterterrorism efforts. The role focuses on linking strategy, policy, and resources across IC elements, advising senior officials, and shaping national security programs.

The successful candidate will drive mission-aligned planning, deliver executive-level briefings, and promote best practices in strategic development while engaging with U.S. government partners and external stakeholders.

Qualifications

• Expert knowledge of IC organizations' missions to support U.S. national security and foreign policy interests.
• Expert leadership experience and analytic expertise to support strategy development, planning, and implementation.
• Superior ability to identify emerging trends and strategic issues and incorporate them into plans.
• Expert ability to evaluate trends, plans, results, and program data; propose innovative solutions and drive change.
• Superior communication skills to convey organizational vision and plans clearly, in writing and speech.

Responsibilities

• Lead and coordinate whole-of-government counterterrorism strategy, plans, policies, programs, and activities to disrupt threats.
• Build and maintain relationships with senior policymakers across the IC to align strategy with requirements and objectives.
• Plan and prepare briefings, reports, and presentations for organizational leadership and senior USG officials.
• Oversee development of strategic planning documents and allocation of resources and investments.
• Develop near/mid/long-term strategy documents guiding needs, requirements, and staffing for programs.
• Engage IC leadership on priorities, gaps, and interdependencies to link resources to strategy.
• Promote best practices in strategy development and communicate priorities and impact across the IC.
• Lead outreach to external partners to inform long-term strategy and cross-government collaboration.
