Job summary

Terraphase Engineering Inc. is seeking a Principal Stormwater Engineer in the Oakland, CA area. This senior role leads stormwater and civil design projects, mentors teams, and drives business development to expand Terraphase’s services across the region.

You will oversee technical direction, manage client relationships, and ensure designs meet regulatory standards while coordinating with regulatory agencies for timely approvals and project success.

Qualifications

• B.S. or M.S. in Civil Engineering, Hydrology, or related field; 15+ years in civil infrastructure and stormwater design.
• PE license in good standing required.
• QSP/QSD certification in California or equivalent certs in other states.
• Proven track record in business development and client proposals; ability to close deals.
• Experience with local regulatory agencies; strong environmental regulatory knowledge.
• Proficiency in AutoCAD Civil 3D and stormwater modeling software (SWMM, HEC-RAS).

Responsibilities

• Provide technical leadership for stormwater and civil projects with regulatory compliance and innovative solutions.
• Lead business development and proposal efforts with marketing support.
• Manage client relationships and secure repeat and new projects.
• Oversee engineering designs, reports, and specs to meet project requirements.
• Direct project teams: scope, budgeting, scheduling, risk management; ensure outcomes.
• Mentor junior staff and maintain high technical standards.
• Manage municipal permitting and entitlement processes with regulators.
• Lead construction oversight and contract negotiations for new projects.
