Job summary

Qualifications

• Knowledge of construction engineering, contract administration, and project delivery.
• Familiarity with AASHTO/ASTM standards and quality assurance practices.
• Understanding of state/federal contracting laws (RCW, WAC, federal).
• Experience with claims processes and documentation standards.
• Ability to assess constructability and project delivery methods.
• Experience in dispute resolution and negotiations on contract issues.

Responsibilities

• Provide statewide leadership and technical oversight for administration of construction projects.
• Direct and support regions and Construction Project Engineers on complex matters.
• Develop and update statewide construction policies reflecting current practices and technologies.
• Represent the department with FHWA and industry partners; mentor regional staff.
• Monitor field offices and regions; approve/disapprove changes beyond regional authority.
• Lead compliance with MSVWBE/DBE programs and contract requirements.
