Qualifications

  • Valid California Class C Driver License or ability to use alternative transportation when needed to carry out job-related essential functions.
  • Successful clearance of the Live Scan process with the County of Los Angeles.
  • Strong interpersonal and written/verbal communication skills for diverse audiences.
  • Experience presenting to community groups and liaising with elected offices.
  • Proficiency in Microsoft Excel; experience with data management software preferred.
  • Ability to work independently with initiative and accountability.
  • Strong organizational skills.

Responsibilities

  • Provides strategic planning and coordination for homeless services and housing initiatives within assigned unincorporated areas; assesses community needs, emerging issues, service gaps, and opportunities and develops recommendations to support HSH strategic priorities and goals.
  • Coordinates and facilitates cross-functional efforts among HSH teams to address complex community needs and ensure coordinated responses.
  • Supports Supervisorial District priorities and constituent requests related to homelessness and housing, coordinating with County programs and partners.
  • Plans, coordinates, and facilitates strategic meetings and coordination forums to establish priorities and advance initiatives.
  • Develops and maintains effective relationships with constituents, community organizations, municipalities, and public agencies.
  • Conducts complex research, needs assessments, and analysis related to homelessness and housing, translating findings into actionable recommendations for leadership.
  • Coordinates development and implementation of strategic initiatives and projects addressing homelessness within unincorporated communities.
  • Provides direction and mentorship to assigned staff and ensures work products support priorities.
  • Prepares briefings, reports, presentations, and policy analyses for leadership and stakeholders.
  • Identifies and resolves high-priority issues involving homeless services and housing with external partners.

Salary Range: $8,249.91-$11,903.10 monthly

SUMMARY

The Los Angeles County Department of Homeless Services and Housing (HSH) consolidates our countywide response to homelessness.The driving force behind HSH is increasing accountability and transparency, improving care for people experiencing or at risk of homelessness, and streamlining collaboration with partners including services providers, the County’s 88 cities, and unincorporated areas to deliver high-quality, life-saving care. Staff schedules are based on business need and may include the option of a hybrid work schedule where employees work remotely and from the office.

ESSENTIAL FUNCTIONS
  • Provides strategic planning and coordination for homeless services and housing initiatives within assigned unincorporated areas; assesses community needs, emerging issues, service gaps, and opportunities and develops recommendations to support HSH strategic priorities and goals.
  • Coordinates and facilitates cross-functional efforts among HSH teams, including the Emergency Centralized Response Center (ECRC), Interim Housing (IH), Homeless Prevention and Housing Programs (HPU), Flexible Funding and Assistance (FFA), Communications, Municipal Relations, and other departmental programs, to address complex community needs and ensure coordinated responses.
  • Supports Supervisorial District priorities and constituent requests related to homelessness and housing, coordinating with appropriate County programs, departments, contracted providers, municipalities, and community partners to research issues, identify appropriate resources, develop responses, and facilitate resolution of complex concerns.
  • Plans, coordinates, and facilitates strategic meetings, workgroups, and coordination forums, including Los Angeles County Affordable Housing Solutions agency (LACAHSA) strategy and coordination meetings, to establish priorities, exchange information, identify challenges, develop solutions, and advance collaborative initiatives related to homelessness and housing.
  • Develops and maintains effective relationships with constituents, community organizations, municipalities, public agencies, service providers, and other stakeholders; represents the Department at community meetings, including in-person evening meetings, to provide information, gather community input, address concerns, and strengthen partnerships.
  • Conducts complex research, needs assessments, and analysis related to homelessness, housing, and service delivery and translates findings into actionable recommendations, strategies, and priorities for Department leadership and Supervisorial District decision-making.
  • Coordinates the development and implementation of strategic initiatives, action plans, and special projects addressing homelessness and housing needs in unincorporated communities; establishes objectives, identifies responsible parties, monitors progress, and recommends adjustments to achieve desired outcomes.
  • Provides direction, oversight, technical guidance, and mentorship to assigned staff, including an Assistant Staff Analyst; assigns and reviews work, establishes priorities and deadlines, assists with complex assignments, and ensures work products support departmental and Supervisorial District priorities.
  • Prepares and delivers briefings, reports, presentations, policy analyses, talking points, and other materials for Department leadership, the Board of Supervisors and Supervisorial District staff, County departments, LACAHSA, municipalities, community stakeholders, and other partners regarding homeless services, housing initiatives, constituent concerns, and strategic priorities.
  • Identifies and resolves complex, sensitive, and high-priority issues involving homeless services and housing, coordinating across departmental teams and external partners to develop timely, innovative, and sustainable solutions; anticipates emerging issues and provides strategic recommendations to management and leadership.
JOB QUALIFICATIONS

One (1) year of highly responsible and complex administrative or staff experience at the level of Supervising Administrative Assistant III, Assistant Hospital Administrator II, Staff Analyst, Health, or higher.

Certificates/Licenses/Clearances

  • Strong interpersonal skills with excellent written and verbal communication skills, including the ability to explain complex strategies and/or financial analysis clearly and accessibly for diverse audiences.
  • Understanding of the County’s Unincorporated Areas, their diverse characteristics and needs, and experience presenting to community groups.
  • Extensive expertise on the bureaucratic landscape of Los Angeles County, and experience liaising directly with elected offices.
  • Strong proficiency in Microsoft Excel required, experience with other data management software is preferred.
  • Demonstrated ability to produce high-quality written materials for a variety of audiences and purposes, including grant applications, reports, briefing materials and presentations.
  • Strong project management, organizational, and relationship building skills with the ability to coordinate across multiple stakeholders and competing priorities.
  • Ability to learn quickly and adapt to shifting priorities and operate effectively in fast-paced and dynamic environments.
  • Experience working effectively within a multi-disciplinary team.
  • Ability to carry out assignments with relative independence from supervision, a high degree of initiative and accountability.
