Job summary

Noblis is seeking a Senior Planning Specialist to provide space operations planning support at Fort Belvoir, VA. You will drive joint planning, adaptive planning, and cross‑organizational synchronization across government partners to advance space operations planning through plans, orders, and TTPs.

The role demands TS/SCI clearance, extensive joint planning experience, and strong communication, with leadership across multi‑stakeholder teams in a matrixed environment.

Qualifications

• Active TS/SCI clearance with CI polygraph.
• US Citizenship is required.
• Bachelor's degree with 12+ years or Master's with 11+ years or 14+ years experience if no degree.
• Degree in a relevant operational, technical, or strategic field preferred.
• Deep experience with joint operational planning (JOPES, APEX).
• Experience supporting CCMD/JS planning and cross-command coordination.
• Experience developing and implementing TTPs in space operations or joint planning.
• NRO or IC experience preferred.
• Strong project management skills for multi-stakeholder planning.
• Excellent written and verbal communication to present to senior audiences.
• Ability to work independently in a matrixed environment.

Responsibilities

• Lead and support space operations planning across NRO, USSPACECOM, CCMDs and mission partners.
• Apply APEX and JOPES to develop and maintain space operation plans.
• Coordinate with Joint Staff and interagency partners on plan development.
• Support development of NRO plans and annexes.
• Coordinate CCMD/JS planning and cross-command coordination.
• Support IJSTO planning and execution.
• Prepare planning products, briefings and recommendations for senior officials.
• Coordinate with ground, space, and network teams for integrated planning.
• Identify planning dependencies, issues and risks.
• Lead cross-organizational working groups and planning conferences.
• Mentor junior planning staff.
