Overview

The Kentucky Transportation Cabinet’s Office of Information Technology (KYTC OIT) is seeking a skilled Senior Software Developer for a long-term hybrid contract-to-hire role. The ideal candidate must be hands-on with Node.js, IBM API Connect, DataPower, and IBM Cloud SaaS Platform, with preferred exposure to AWS API Gateway and strong scripting (Python or Node.js). Candidates must be USC/GC and located within commutable distance to Reston, VA.

Position

A senior-level developer role combining hands-on software engineering and configuration work, focusing on API development, integration, and deployment on hybrid cloud platforms.

Responsibilities

• Design, develop, test, and debug complex software applications across multiple systems.
• Work with Node.js, Python, Jenkins scripting, and other DevOps tools.
• Develop and manage APIs using IBM API Connect and DataPower v10.
• Deploy APIs to IBM Cloud SaaS and AWS API Gateway platforms.
• Participate in TDD/BDD practices and CI/CD processes.
• Serve as SME for Web Services, REST APIs, and Microservices.
• Conduct peer code reviews and enforce enterprise API standards.
• Create automation scripts and custom Jenkins pipelines.
• Troubleshoot and resolve issues in DataPower/APIM environments.
• Collaborate with cross-functional teams to deliver secure and scalable services.
  
  

Requirement Qualifications

• Bachelor’s degree in IT, Computer Science, or equivalent experience (4 years additional in lieu).
• Minimum 5 years of software development experience.
• Must have hands-on experience with:
• Node.js, Python, Jenkins
• IBM DataPower v10, IBM API Connect v10
• IBM Cloud SaaS Platform
• Bash/Shell scripting, Java, Spring
• Oracle/DB2 databases
• Strong understanding of:
• OAuth, JWT, OpenID Connect
• REST API design, API lifecycle management
• CI/CD pipelines, API gateway deployment
• Security models like RBAC, SSO
• OpenAPI 2.0/3.0 standards
• Preferred:
• AWS API Gateway
• Experience with Kubernetes, containerization
• Experience with Venafi, CyberArk, automation testing tools

• 1st round interview is virtual
• 2nd round is in-person (onsite at Reston, VA)
• Must be USC or Green Card holder
• Must be local to DMV area
• Start: ASAP
• Duration: 12 months Contract-to-Hire
