Job summary

Dhaka Technologies Limited Company is hiring a SNAP EBT Planning Consultant on behalf of a state agency to guide re-procurement, draft updated RFPs, and prepare federal planning documents. The engagement runs about 29 months beginning January 1, 2027.

The consultant will manage timelines, coordinate with USDA FNS, review regulations, develop evaluation criteria, and lead testing and implementation planning across federal and state partners. Strong procurement leadership is essential.

Qualifications

• 10+ years in consulting, program management or procurement for state human services or public benefits.
• Direct SNAP EBT (or WIC EBT) experience for a state agency in at least one procurement.
• Knowledge of 7 CFR Part 274, FNS guidance, and Act of 2018 requirements.
• Experience drafting IAPD/IAPDU and state RFPs with evaluation criteria.
• Experience leading system or user acceptance testing with Go/No-Go criteria.
• Excellent writing skills for federally compliant documentation.
• Available for full engagement starting Jan 1, 2027.
• Three professional references from prior engagements.

Responsibilities

• Develop and maintain the project timeline for the EBT re-procurement.
• Review and update the EBT Services RFP to meet federal requirements.
• Document state business and technical requirements for the RFP.
• Coordinate calls with USDA FNS on RFP and IAPD processes.
• Design evaluation criteria, scoring guidelines and training materials.
• Prepare IAPD and updates; ensure alignment with FNS Handbook 901.
• Create a comprehensive Test Plan and manage SAT activities.
• Lead system acceptance testing and regression testing activities.
• Train state staff to perform user acceptance testing.
• Evaluate testing results and prepare final evaluation for FNS.
