Job summary

Horrocks is seeking a Professional Engineer for Site Development to manage and deliver civil design projects from start to finish in Utah. You will lead development work plans, oversee schedules, budgets, and client communications while producing engineering plans and reports.

The role requires PE licensure and 4–8 years of progressive civil design experience, with proficiency in AutoCAD Civil 3D, drainage, and utilities.

Qualifications

• Undergraduate or graduate degree in Civil Engineering.
• PE licensure.
• 4–8 years of progressive civil design experience (drainage, utility, roadway, development).
• Self-directed with strong project management and delivery skills.
• Ability to supervise staff, bid projects, and develop execution plans and deliverables.
• Excellent client and team communication skills.
• Technical writing, cost estimating, and program execution expertise.
• Experience with private and municipal clients and understanding of municipal/state/federal criteria.
• Knowledge of local, regional, state, and federal policies.

Responsibilities

• Develop project work plans and scopes of work.
• Provide project oversight and schedule monitoring.
• Prepare proposals; track budgets and invoicing.
• Prepare plans using AutoCAD Civil 3D for drainage, roadway, utilities.
• Produce technical deliverables: memos, plans, specs, and reports.
• QA/QC of project deliverables.
• Prepare calculations, specs, and permitting for multiple jurisdictions.
• Develop construction cost models and opinions of probable cost.
• Lead development and redevelopment projects for private clients.
• Collaborate with practice leaders on multi-disciplinary pursuits.
• Maintain communications with clients and project teams.
• Prepare technical reports and presentations.
• Coordinate construction observation with contractors.
• Ensure staff resources are deployed productively and profits are maintained.
• Conduct regular meetings balancing project needs with staff availability.
