Job Overview

Under general direction of the Assistant Vice President, Airport Security and Emergency Management, the Department of Public Safety civilian security officer program is responsible for developing, implementing, and overseeing a comprehensive and innovative airport security program for DFW International Airport Board. Functions include security operations, basic and advanced training of security personnel, security research and innovation, regulatory compliance, and identifying and addressing emerging airport security threats. Areas of responsibility include Airside, Landside, Air Operations Area gates, and corporate campuses. The program manages overall training, planning, and scheduling of security personnel; reviews conditions and analyzes equipment needs.

Responsibilities

• Lead and develop the strategy and direction of a comprehensive airport security program for DFW Airport Board.
• Develop and implement the Airport’s comprehensive and innovative security program, including policies, procedures, training, research, compliance, and innovation.
• Develop and oversee the business plan ensuring the most effective and cost‑efficient method of maintaining a civilian security officer program.
• Manage an internal staff of over 180 professional security staff and oversee planning and scheduling.
• Monitor and evaluate workplace compliance with federal and state regulations, Board policies, and the DFW Airport Security Plan.
• Participate in construction meetings and meetings with contractors, tenant airlines and governmental agencies for security liaison purposes.
• Oversee training programs for security personnel and ensure enforcement of access procedures and policies.
• Review facility conditions, analyze surveillance equipment needs, and recommend security improvements.
• Direct installation and maintenance of electronic security equipment, coordinating with appropriate departments.
• Take an active role in budget matters, including preparation of requests, forecasting, and stewardship of the approved budget.
• Participate in personnel selection, training, evaluation, and promotions.
• Interview, hire, train, and evaluate subordinate personnel.
• Develop detailed, professional-level reports and presentations as required.
• Develop divisional budget requests and administer approved budget.
• Ensure compliance with CFR 1542 and the Airport Security Program, including oversight of the program for the DFW Airport community.

Minimum Requirements

• Bachelor’s degree in Criminal Justice, Public Administration, Homeland Security, or related field.
• Five (5) years management-level experience in law enforcement, security, or related field.
• Possession of a valid Class C driver’s license.
• Any equivalent combination of education and/or experience may be substituted for the above.

• Knowledge of modern airport security principles, practices, techniques, methods and equipment.
• Knowledge of the functions of other governmental agencies as they relate to security and public safety services.
• Skill and ability to manage crisis situations.
• Ability to plan, organize, staff, coordinate, and direct the activities of a progressive security program.
• Ability to establish priorities, standards, and procedures.
• Ability to convey ideas clearly and effectively, both orally and in writing.

Special Requirement

Must obtain a Security Identification Display Area (SIDA) Airport Identification/Access Badge with zone1 customs endorsement in accordance with Department of Homeland Security Transportation Security Administration (TSA) requirements in Chapter49 of the Code of Federal Regulations Part1500 etal., and DFW Airport’s Airport Security Program within thirty (30) days from date of employment, and maintain qualification for a SIDA badge and customs access upon each badge renewal. This is a designated safety‑sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety‑sensitive position.
