Job summary

Quantech Services Inc. seeks an Intermediate Resource Analyst to support NRO programs in budgeting, resource planning, and risk mitigation. You will craft spend plans, provide senior management with resource alternatives, and draft executive briefings.

The role emphasizes on-site work in a secure facility, applying policy guidance and data analysis to ensure accurate financial reporting and program oversight across a diverse portfolio.

Qualifications

• Bachelor’s degree in a technical or business field; advanced degree preferred.
• Target 6 years in budget/finance/resource management within IC or DoD; or 16 years with 10 in NRO for those with an Associate’s degree.
• TS/SCI w/ CI Poly clearance; on-site in a secure facility.

Responsibilities

• Recommend program requirements and spend plans with accurate trade-offs.
• Draft budget estimates and update requirements for initiatives.
• Review and verify data in NEXT, NRO FIRsT, NEAR, NFIS, FIT, EpX Studio and SNaP.
• Provide guidance on financial regulations and policy changes to senior management.
• Coordinate operating guidance with Congressional marks and management decisions.
• Analyze resource information to draw conclusions about value and accuracy.
• Draft responses and briefings for cross-NRO program meetings.
• Develop performance measures inputs for policies, metrics, and strategic planning.
