Job summary

Mace is seeking a Senior Resident Engineer to supervise field operations for major tunneling and rail projects under the Gateway Program, including coordination with NY/NJ stakeholders. You will enforce contract requirements, lead NCR resolution, and mentor field teams to ensure quality and schedule adherence.

The role requires 10+ years in field engineering or heavy civil projects, with 5+ years in a senior resident engineer role, and a strong regulatory background.

Qualifications

• Bachelor’s degree in Civil Engineering or related discipline.
• 10+ years of field engineering or construction supervision on large tunneling, rail, or heavy civil projects.
• 5+ years in a senior resident engineer or equivalent role.
• Deep understanding of NEPA, FTA, FRA, Buy America, and other regulatory requirements.
• PMIS platforms, BIM coordination, and field survey instruments.
• Certified Construction Manager (CCM) or NICET Level III/IV.
• OSHA 30-Hour Construction Safety Certification.
• Strong leadership and team management; ability to mentor junior staff.
• Excellent communication with contractors, DP teams, GDC, and SEP.
• Proficiency in AutoCAD, Revit/Navisworks clash detection, scheduling tools (Primavera P6/MS Project).

Responsibilities

• Supervise daily field engineering operations including layout, surveys, instrumentation, and alignment checks.
• Interpret and enforce contract drawings, specifications, and technical provisions; review and approve contractor submittals, shop drawings, and RFIs.
• Lead resolution of Nonconformance Reports (NCRs); verify corrective actions and update as-built records.
• Collaborate with Change Manager to evaluate field-level change requests, assess impacts on scope, cost, schedule, and regulatory commitments.
• Conduct regular site inspections to confirm compliance with the CECP, SSMP, and QMP.
• Coordinate materials testing and inspection activities, witness field tests, and liaise with independent laboratories to validate results.
• Oversee interface coordination on site - facilitate clash mitigation, schedule sequencing, and stakeholder communication.
• Mentor and supervise field engineering staff, inspectors, and survey teams; ensure accurate documentation of daily logs, checklists, and field diaries.
• Support commissioning and rail activation planning by verifying field readiness, system alignments, and testing protocols.
• Drive punch-list close-out: confirm completion of outstanding items, secure completion certificates, and finalize handover documentation.

The Project

Mace, as part of MPA delivery partner joint venture of Mace-Parsons-Arcadis, have been selected as the Gateway Development Commissions partners of choice to support the GDC across the Gateway Program in New York, inclusive of the Hudson Tunnel Project.

The busiest rail connection between New York, New Jersey, and the Northeast Corridor, the Hudson Tunnel Project will improve capacity, reliability, and resiliency of commuter and intercity rail transit serving 800,000 daily passengers from Washington, D.C. to New York and New England. A milestone project supported by the bipartisan Infrastructure Investment and Jobs Act (IIJA), the project is slated to receive nearly $12 billion in federal funding, the largest investment in a mass transit project in modern history.

You’ll Be Responsible For

Note: The estimated starting salary for this position is $200k. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
