Job summary

The Seattle Office of Housing is seeking a Rental Housing Program Manager to oversee funding awards of over $110M and lead a team of three staff members, including two underwriters and a project manager, responsible for implementing the City’s Rental Housing Program.

You will develop and implement a multi-year funding strategy to prioritize projects that improve affordability, sustainability, and racial equity.

Qualifications

• Experience in overseeing complex housing finance transactions.
• Experience with affordable housing finance and policy, including underwriting, loan structuring, and regulatory compliance.
• Knowledge of private and public funding sources such as Low-Income Housing Tax Credits, HOME, and CDBG.

Responsibilities

• Oversee underwriting, closing, construction administration, disbursement, and project closeout for a team.
• Plan and manage the Citys competitive rental housing funding process from application review to awards.
• Ensure funded projects are financially feasible and align with long-term sustainability and equity goals.
• Oversee the negotiation and structuring of City financing for affordable housing investments.
• Coordinate across Office of Housing and other City departments to resolve project issues and ensure timely investments.
• Represent the Rental Housing Program in meetings with developers, lenders, investors, and other partners.
