PURPOSE OF THE POSITION:

Reporting to the Manager, Regulatory Affairs, the Senior Regulatory & Compliance Advisor will advise and support the business operations across U.S. & Canada on safety and security regulatory requirements so CPKC can meet regulatory compliance while mitigating impacts to Operations. This will include working with various internal and external stakeholders, including operations managers, field personnel, government, and regulatory agencies to respond to inquiries and oversight.

POSITION ACCOUNTABILITIES:

  • Liaise between various CPKC internal departments (Train Operations & Dispatching; Engineering; Mechanical) and federal government/regulatory agencies in the U.S. and Canada to respond to regulatory matters, including accident investigations and regulatory findings, such as violations, safety advisories, and letters of non-compliance within deadlines
  • Research and prepare written responses to regulatory agencies that support CPKC’s commitment to meet regulatory compliance
  • Coordinate assigned regulatory responses, so filings, deadlines, and retention requirements are met
  • Provide regulatory support to internal stakeholders on existing safety and security regulations in the U.S. and Canada including: U.S: 49 Code of Federal Regulations Transportation (Sections 200-299 Federal Railroad Administration; 800-899 National Transportation Safety Board; 1500-1699 Transportation Security Administration); Occupational Safety and Health Administration (OSHA) and in Canada: Regulations and rules under the Railway Safety Act, Transportation Safety Board Act and Part II of the Canada Labour Code
  • Perform scheduled and ad hoc reporting for CPKC internal stakeholders
  • Identify areas for improvement within the department’s documentation management process to optimize efficiency and consistency
  • Represent CPKC in various regulatory forums and industry associations/committees to understand and influence emerging regulatory requirements related to safety, security and operations
  • Represent CPKC with federal regulatory agencies (e.g. Department of Transportation/Federal Railroad Administration; OSHA; Department of Homeland Security/Transportation Security Administration; Transport Canada; Employment and Social Development Canada; Transportation Safety Board of Canada) and industry associations/committees
  • Ensure the Opportunity Pipeline is deep and robust with revenue growth opportunities
  • Manage multiple large projects with extended sales cycle
  • Build and mentor an outstanding sales organization and growth culture
  • Work closely with our operating and asset management team to ensure execution on transportation service
  • Exemplifies CPKC Vision, Values, and Culture in each and every interaction with team, clients, and other partners

POSITION REQUIREMENTS:

  • University degree required
  • Minimum 3+ years of experience in a role that focuses on regulatory, compliance, governance, legal, or risk management within the transportation, manufacturing, or logistics industries
  • Ability to use judgment and discernment to solve problems and make practical decisions
  • Strong analytical and critical thinking skills with high attention to detail
  • Knowledge of MS Office suite (Microsoft Word, PowerPoint, Outlook and Excel), experience with Excel should include data organization, analysis, and visualization (creating formulas, utilizing functions, generating charts, and managing spreadsheets)
  • Team player with ability to collaborate with others, including peers and internal and external parties
  • Ability to work independently and effectively handle high volumes of work within tight timelines
  • Ability to travel between the US and Canada, valid passport holder

Management Conductor Program

Becoming a qualified conductor or locomotive engineer is the single best way for a management employee to learn the business at CPKC. You may be required to obtain a certification or to maintain your current certification/qualification as a conductor or locomotive engineer.
