Oracle is seeking an IC5 Program Manager in the United States to lead regional energy policy, regulatory strategy, and external engagement for strategic data center growth. The role will serve as the primary energy-policy and stakeholder-engagement lead in priority markets, shaping regulatory and grid-interaction strategies to enable OCI's data center expansion.

Qualifications

• 8+ years of experience in energy policy, regulatory affairs, public policy, utility or grid strategy, energy economics, or related field.
• Experience leading external engagement with utilities, regulators, grid operators, state agencies, and trade associations.
• Experience developing and executing regional policy, regulatory, or stakeholder-engagement strategies that influence business outcomes.
• Strong knowledge of energy markets, grid planning and operating rules, utility regulation, resource planning, or large-load interconnection.
• Proven ability to translate external developments into clear strategic recommendations for senior leaders.
• Strong executive presence and communication skills to represent the organization credibly in high-stakes external settings.
• Ability to build consensus and influence across internal and external organizations without direct authority.
• Willingness to travel periodically for regional external engagement and industry events.

Responsabilités

• Develop and lead regional energy regulatory, policy, and stakeholder-engagement strategies for priority data center markets.
• Serve as a primary external representative for OCI with utilities, state agencies, grid operators, RTOs/ISOs, and industry groups.
• Establish and maintain senior relationships with external stakeholders to advance OCI's data center objectives.
• Represent OCI in regional forums, trade calls, grid operator working groups, regulatory proceedings, conferences, and discussions.
• Monitor and interpret rulemakings, policy developments, resource planning, grid operating rules, and large-load processes.
• Translate external developments into clear strategic guidance for internal stakeholders including timing, impact, risks, and opportunities.
• Develop regional intelligence and engagement plans to inform market selection, site development, energy procurement, and grid-access planning.
• Influence external policy and regulatory outcomes through engagement, coalition building, and industry partnerships.
• Partner with internal teams to align regional external engagement with business priorities.
• Provide leadership and strategic direction to internal teams on regional energy and regulatory issues.
