Qualifications

  • Five years of professional full-cycle recruitment and talent acquisition experience.
  • Experience independently managing complex, high-volume recruitments and advising hiring managers.
  • Experience recruiting for public transit, government/public sector, skilled trades, or highly regulated environments.
  • Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR desired.

Responsibilities

  • Develops sustainable recruitment strategies, talent pipelines, and employer branding to attract qualified candidates.
  • Partners with departments on selection strategies, interview panels, and scoring methodologies.
  • Leads full-cycle recruitment using NEOGOV for various positions, including planning and posting jobs, sourcing, interviewing, and offers.
  • Advises on recruitment practices, policies, and compliance; promotes process improvements.
  • Maintains confidentiality and uses HRIS systems to ensure accurate records and data-informed decisions.

Job description

Anticipated Starting Hiring Range: $79,968.24 – $99,960.30 annually. Starting salary will be determined based on the selected candidate’s qualifications, relevant experience, and internal equity.

The Senior Recruiter provides advanced professional recruitment expertise to support the agency’s workforce needs, independently managing and prioritizing multiple concurrent recruitments, including complex, specialized, hard-to-fill, and time-sensitive assignments. This position contributes to the development and continuous improvement of recruitment practices, processes, and related HR initiatives.

  • Bachelor’s degree in Human Resources, Business or Public Administration, or a related field; and
  • Five (5) years of professional full-cycle recruitment and talent acquisition experience in:
    • Independently managing complex and high-volume full-cycle recruitments and providing strategic recruitment guidance to hiring managers
    • Developing targeted sourcing strategies and sustainable talent pipelines for specialized, technical, skilled-trade, and difficult-to-fill positions
    • Recruiting for positions within public transit, government/public sector, skilled trades, safety-sensitive operations, or another highly regulated environment
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
  • Professional certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR desired

Employment is contingent upon successfully completing all pre-employment requirements, including:

  • Background investigation
  • Valid Arizona driver's license and the ability to maintain insurability under Valley Metro's Vehicle Insurance Policy

The following functions are intended to provide a representative summary of the primary duties and responsibilities of this position and are not an exhaustive list of all duties that may be performed.

  • Develops and implements sustainable recruitment strategies, best-in-class recruiting processes, talent pipelines, employer branding, social recruiting, and strategic partnerships to attract and engage qualified candidates
  • Partners with departments on recruitment and selection strategies, including establishing interview panels and developing selection criteria, materials, assessment methods, and scoring methodologies to support effective and consistent hiring practices
  • Leads full-cycle recruitment using the agency’s applicant tracking system (NEOGOV) for professional, technical, skilled trades, administrative, and other agency positions, including recruitment planning, job postings, sourcing, application screening, interviews, selection, offers, candidate communications, and post-selection activities
  • Serves as a recruitment subject matter expert, advising on recruitment and selection practices, policies, and compliance requirements and recommending process improvements to promote consistency and efficiency
  • Maintains confidentiality of sensitive employee, applicant, recruitment, and Human Resources information and exercises appropriate discretion in handling confidential matters
  • Utilizes applicant tracking systems, HRIS platforms, recruitment analytics, and other technologies to maintain accurate records, enhance recruitment processes and candidate experience, and support data-informed decision-making
  • Leads or participates in Human Resources projects, initiatives, and continuous improvement efforts and collaborates as a member of the HR team to advance division goals, objectives, and Invest in Talent strategic initiatives
  • Performs other duties as assigned
Knowledge of:
  • Applicable laws, regulations, policies, and professional practices related to recruitment, selection, hiring, and employment
  • Principles and practices of public-sector human resources administration, recruitment, selection, and talent acquisition
  • Best practices in sourcing, screening, assessing, interviewing, and selecting candidates
  • Agency operations, services, and workforce needs to support recruitment and retention
  • Selection tools, assessment methodologies, and recruitment and selection practices
  • Applicant tracking systems, HRIS platforms, and recruitment technologies
Skill in:
  • Adapting to changing priorities and exercising sound professional judgement
  • Developing and implementing proactive recruitment and sourcing strategies
  • Building effective working relationships with hiring managers, interview panels, candidates, and Human Resources partners
  • Managing multiple recruitments, projects, and priorities with minimal oversight
  • Preparing clear, compelling, and inclusive job postings and candidate communications
  • Analyzing recruitment data, identifying trends, and communicating recommendations

Hybrid work schedule with a minimum of three (3) in-office days per week after 90 days. Additional in-office attendance may be required based on business and operational needs.

Mobility to work in a typical office setting, use standard office equipment, and to drive a motor vehicle to visit worksites and attend meetings; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. This role typically requires sitting, handling, fine dexterity, visual acuity, hearing, speaking, walking, standing, lifting, carrying, pushing/pulling, reaching, twisting, foot controls, time pressure, tedious or exacting work, changing of tasks, multi-tasking, irregular work schedule and working with others on a team.

This role is sedentary requiring the physical exertion of up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time.
