Qualifications

• Active Secret clearance required at proposal submission and maintained.
• Master’s degree from an accredited university.
• Five years on Echelon 3 or higher staff.
• Five years in database design and management.

• Experience with PES TONI pillars metrics (Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks).
• Experience applying ML, predictive analytics, and AI-driven interpretation to defense problems.
• Proficiency with Python and R for statistical analysis.

Job description

Innovative Technologies Corporation is seeking a Senior Readiness Data Analyst to support a proposal bid for COMNAVSURFLANT Force Generation decisions. This onsite role is designated Key Personnel and is built around advanced analytics, predictive modeling, and machine learning to strengthen readiness metric development across the PESTONI pillars.

You will work in Norfolk Naval Station, VA and contribute data-driven outputs that Government stakeholders can review. The position is available as a contract and targets a salary range of $115,000 to $145,000 per year based on experience, with medical, dental, and vision benefits plus 10 days PTO and 7 days sick time (and additional benefits).

Responsibilities

• Develop a comprehensive understanding of relevant data sources, including ADVANA/Jupiter, and use Department of War Generative AI resources to build advanced analytical models.
• Create strategic and tactical Force Generation (FG) analyses of alternative courses of action tied to programs and initiatives across all PESTONI pillars.
• Build and deliver a data-driven monitoring framework so Government personnel can evaluate TYCOM initiative performance against projected outcomes.
• As analytical needs evolve, define and recommend new metrics, data models, and leading indicators to improve forecasting of future readiness.
• Develop, deliver, and sustain predictive readiness models that forecast readiness degradation across specified ship classes, demonstrating 85% or higher predictive accuracy when back-tested against the previous fiscal year's data.
• Produce independent analyses, point papers, and data visualizations to support complex organizational and operational issues for Government review.

Requirements

• Active Secret clearance required at the time of proposal submission and maintained for the life of the contract.
• Master’s degree (or higher) from an accredited college or university.
• United States Navy experience as a Post-Command Commander afloat or equivalent.
• Five years of experience on Echelon 3 or higher staff.
• Five years of experience in database design and management.
• Five years of experience in data analysis for complex projects.
• Experience analyzing specific metrics embedded within the PESTONI pillars: Personnel, Equipment, Supply, Training, Ordnance, Infrastructure/Networks.
• Ability to understand Surface Force business practices, identify primary (organic) data sources and secondary (non-organic) data needs, recognize data gaps, and leverage organic analytic capabilities to support decision‑maker data visualization and predictive modeling.
• Demonstrated experience developing and applying machine learning models, predictive analytics, and AI-driven data interpretation to complex defense problems.
• Proficiency with modern data analytics platforms and languages (e.g., Python, R) for statistical analysis and building financial and operational risk models.
• Experience producing executive-level analytical products and reports.
• Advanced oral and written English communication skills.
• Advanced Microsoft Office skills essential: Word, PowerPoint, Excel, Teams, SharePoint.
