Role Summary
This position supports a proposal and provides analytical support to COMNAVSURFLANT Force Generation decisions across the PESTONI pillars. The work includes predictive readiness analytics, monitoring frameworks, and independent analytical products for Government review and use.
Key Responsibilities
- Develop advanced analytical models by gaining a comprehensive understanding of relevant data sources, including ADVANA/Jupiter, and leveraging the Department of War’s Generative AI resources.
- Create strategic and tactical FG analyses of alternative courses of action supporting programs and initiatives across the PESTONI pillars.
- Build and deliver a data‑driven monitoring framework enabling Government personnel to assess TYCOM initiative performance against projected outcomes.
- As requirements evolve, define and recommend new metrics, data models, and leading indicators to strengthen forecasting of future readiness.
- Develop, deliver, and sustain predictive readiness models that forecast readiness degradation across specified ship classes, achieving 85% or higher predictive accuracy when back‑tested against the previous fiscal year’s data.
- Produce independent analyses, point papers, and data visualizations addressing complex organizational and operational issues for Government use.
Required Experience
- PESTONI metrics analysis: 5 years (Required)
- United States Navy experience: 5 years on Echelon 3 or higher staff (Required)
- Database design and management: 5 years (Required)
- Data analysis for complex projects: 5 years (Required)
Additional Required Background
- Experience in the United States Navy as a Post-Command Commander afloat or equivalent.
Preferred Qualifications
- A major in an Analytics or Computer-related field is highly desired.
Technical Skills and Tools
- Machine learning models, predictive analytics, and AI-driven data interpretation applied to complex defense problems
- Modern data analytics platforms and languages such as Python and R, including statistical analysis and development of financial and operational risk models
- Microsoft Office proficiency: Word, PowerPoint, Excel, Teams, SharePoint
- Visualization and analytics tools: Power BI, Tableau
- Data platforms/data sources: ADVANA, Jupiter
Communication and Deliverables
- Ability to produce executive-level analytical products and reports
- Expertise in oral and written English communications skills
