Job summary

WSP USA is seeking a Freight & Logistics Senior Manager to support state and regional rail and freight planning efforts across the United States. You will author, edit, and synthesize complex material into clear planning documents for public-sector clients.

The role emphasizes developing plan content, storytelling, and presenting to executives, with strong GIS, data analysis, and collaboration skills across disciplines. Office locations are nationwide.

Qualifications

• Minimum 10+ years of relevant professional experience (including graduate research).
• Degree in urban/regional planning, public policy, economics, geography, or related field.
• Exercise responsible and ethical decision-making regarding company funds and resources; follow Code of Conduct.
• Proven track record of safety and policy adherence.
• Experience contributing to state rail plans, statewide freight plans, or multimodal freight plans.
• Strong understanding of freight and rail systems and supply chain trends.
• Knowledge of rail markets and operations.
• Exceptional technical writing and editing skills.
• Ability to synthesize complex technical material for public-sector audiences.
• Experience coordinating inputs from multiple technical disciplines.
• Experience using GIS to support planning, analysis, and visual communication.
• Microsoft Office (Word, PowerPoint, Excel, Outlook).
• Geographic information systems software (ESRI, QGIS).
• Familiarity with freight datasets and analytical outputs.

Responsibilities

• Support state DOTs, rail agencies, MPOs, and other public-sector clients in developing rail and freight plans.
• Lead technical writing and content integration across multi-author planning documents.
• Conduct qualitative and quantitative research on statewide supply chains and freight systems.
• Synthesize inputs from public sources and data into clear narratives.
• Analyze freight system trends and communicate findings to clients.
• Collaborate with multidisciplinary teams to shape plan structure and messaging.
• Prepare presentations, executive briefings, and public materials.
• Support marketing and business development efforts.
