Bechtel is seeking a Senior QA Specialist/Engineer to support qualification and maintenance of suppliers and implement QA procedures for the Waste Treatment and Immobilization Plant at Hanford.

The role offers full-time work with part-time telework flexibility in Richland, WA, on a 9/80 schedule, with travel for audits and training. Strong auditing experience and DOE/NQA-1 knowledge are required.

Qualifications

  • Bachelor's degree in engineering or scientific discipline and 8–10 years experience in engineering, environment, procurement, construction, testing, operations, or QA.
  • Or, in lieu of a degree, 12–14 years of experience in similar fields.
  • Must have 5 years of auditing experience in nuclear (NQA-1) or non-nuclear systems.

Responsibilities

  • Maintain ESL for assigned suppliers and perform initial and periodic supplier quality reviews.
  • Lead external audits/assessments of suppliers/subcontractors (frequent travel).
  • Lead internal QA audits at Richland project office for program effectiveness.
  • Provide training to prospective audit team lead candidates.
  • Review QA procedures for conformance to program requirements.
  • Develop/implement corrective actions for QA conditions.

Project Overview:

Join us as we make history at the Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant. We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

Job Summary:

The Senior Quality Assurance (QA) Specialist/Engineer will report to the External Independent Assessment Manager in the Quality Assurance Organization and will support the qualification and maintenance of suppliers, and the development and implementation of the instructions and procedures related to the to the applicable portion of the WTP Quality Assurance program.

This position is a full-time role that offers part-time telework flexibility in the Richland, Washington project office. Upon initial hire and onboarding, the position will require full time presence in the Richland, Washington project office, then may offer part-time telework flexibility. This position works a 9/80 schedule, offering every other Friday off.

Please be advised that the telework designation of the position may be changed in the future at the discretion of the company or project.

Major Responsibilities:
  • Maintains the project evaluated suppliers list (ESL) for assigned suppliers, including the performance of the required initial and periodic reviews of suppliers' quality programs.
  • As an Audit Team Lead (ATL), prepares, plans, and performs external audits/assessments of suppliers/subcontractors on the evaluated suppliers list. This position will require frequent to significant travel.
  • As an Audit Team Lead (ATL), prepares, plans, and performs internal audits/assessments at the Richland, Washington project office of the project's QA program for implementation and effectiveness, as needed.
  • Provides training to prospective audit team lead candidates.
  • Reviews project quality-related procedures and guides for conformance to QA program requirements.
  • Prepares QA procedures and guides for approval in accordance with the governing procedures.
  • Reviews and reports on new or revised regulatory requirements and their impact on the established QA program.
  • Develops and implements corrective actions for Condition Reports assigned to Quality.
  • Monitors project engineering, nuclear safety, environmental, procurement, construction, testing, operations, and other activities to evaluate the quality of products, activities, and program effectiveness.
  • Prevents quality problems by identifying risks and recommending improvements to correct potential deficiencies or program weaknesses.
  • Participates in QA audits, surveillances, and self-assessments.
  • Verifies actions taken in response to issues to assure adequacy of completed actions.
Education and Experience Requirements:
  • Bachelor's degree in an engineering or scientific discipline or quality assurance from an accredited university and at least 8-10 years of experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance; or in lieu of a formal degree, a minimum of 12 -14 years of experience in a field of engineering, environmental, procurement, construction, testing, operations, or quality assurance.
Required Knowledge and Skills:
  • Must possess the right to work and remain in the United States without Bechtel visa sponsorship now or in the future.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
  • Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns-including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries-are subject to additional security requirements that limit site access.
  • Must have 5 years of auditing experience in a nuclear (NQA-1) or non-nuclear (eg. ISO 9001, AS9100D) assignment.
  • Review, edit and publish technical documentation.
  • Must have an Audit Team Lead certification meeting the requirements of ASME NQA-1 or be certifiable within twelve months of employment.
  • Technical knowledge in one or more of these disciplines: Engineering, Procurement, Nuclear Safety, Construction, or Operations sufficient to comprehend the application of and relationships to technical and quality requirements.
  • Strong interpersonal and communication skills (oral and written).
  • Reasoning skills for problem identification and resolution.
  • Ability to use a computer and intermediate skills in Microsoft Office software including Word, Excel, Outlook and Power Point.
  • Technical and working knowledge of Department of Energy (DOE) Order 414.1, NQA-1, and 10 CFR 830 and their application for a nuclear related project.
  • Specialized courses in engineering, technical, or quality assurance disciplines.
  • Six Sigma or Lean skills and tools exposure.
  • Knowledge of the application of corrective actions for conditions adverse to quality.
