Project Overview:

Bechtel is designing, constructing, and commissioning the world's largest radioactive waste treatment plant for the U.S. Department of Energy at the Hanford Site in southeastern Washington State.

The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE's most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities - Pretreatment, Low-Activity Waste Vitrification, High-Level Waste Vitrification and Analytical Laboratory - as well as operations and maintenance buildings, utilities, other support facilities.

This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed. Selected applicant needs to be able and willing to work night shift (5:30pm to 4:00am) and weekends as needed.

The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI) and Amentum. WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project.

Job Summary:

The Field Subcontract Coordinator (SC/STR) provides technical and performance oversight of subcontracted NDE services to include Volumetric Examination with radiographic testing (RT), Ultrasonic Testing (UT), Automated UT (AUT) and other NDE services at the Waste Treatment Completion Company (WTCC). This role ensures NDE subcontractors perform work safely, compliantly, and in accordance with project technical, quality, and schedule requirements. The SC/STR coordinates the execution of NDE work scopes but does not direct commercial, contractual, or scope changes. #LI-CL1

Major Responsibilities:
  • Support development or review of Statements of Work (SOW).
  • Participate in prebid meetings, walkdowns, and technical evaluations.
  • Participate in subcontractor kickoff meetings
  • Provide daily field oversight of radiographic activities, ensuring compliance with WTCC Safety & Health, QA, and project procedures.
  • Monitor and document subcontractor performance, including radiographic setups, exposure controls, demarcation, and safe work practices.
  • Review and coordinate Inspection Requests (IRFs), Hold and Witness points for RT activities, engaging SMEs or third-party inspectors as required.
  • Corroborate radiographic reports, film/image quality, technique sheets, and alignment with code requirements.
  • Support RFI responses, technical clarifications, and coordination with Field Engineering, QA, and Construction.
  • Participate in weekly progress and coordination meetings.
  • Prepare factual, objective daily reports documenting radiographic work activities, deficiencies, and status of inspections.
  • Verify quantities, progress, and work completion to support subcontractor invoices (without commercial authorization).
  • Ensure adherence to radiological safety requirements, including dose minimization, proper barricading, and exposure control per WTCC and regulatory standards.
  • Ensure subcontractor compliance with approved ITPs and quality verification requirements.
  • Participate in final inspections, punch list generation, and verification of radiographic documentation (test reports, asbuilts, film/digital archives).
Education and Experience Requirements:
  • Bachelor's degree in Engineering, Construction, or a related subject from an accredited university and 5-8 years of related experience or, in lieu of a degree, 9-12 years of directly related experience.
  • Must be authorized to work and remain in the United States without Bechtel visa sponsorship now or in the future.
  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge.)
  • Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concerns-including sensitive countries, state sponsors of terrorism, countries of risk, and other designated countries -are subject to additional security requirements that limit site access.
  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbingladders, climbing scaffolding, usingfall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very smalland/or confined spaces.
Required Knowledge and Skills:

Required Qualifications

  • Prior experience in Subcontract Management (at field location) with knowledge associated with NDE or radiographic testing in industrial, nuclear, or process-facility environments.
  • Strong understanding of ASNT/ISO radiography practices, radiological safety requirements, and quality processes.
  • Familiarity with NQA1 quality programs and documentation requirements.
  • Ability to read drawings, isometrics, weld maps, and radiographic technique sheets.
  • Excellent communication and documentation skills.
  • Ability to work in the field, coordinate multiple parties, and monitor subcontractor performance.

Preferred Qualifications

  • Experience with DOE nuclear facilities or radiological work environments.
  • Previous SC/STR experience under Bechtel/WTCC procedures.
  • Understanding of weld examination requirements under ASME Sections V & IX and ASME B31.3.
  • Prior operations manager experience associated with NDE industry
