Job summary

The Pennsylvania Turnpike Commission is seeking an experienced Engineering Quality Assurance Specialist 3 to lead QA testing and inspection across complex construction projects. You will supervise external consultants, perform independent assurance reviews, and validate testing procedures and equipment calibration.

Responsibilities include mentoring staff, documenting QA activities, analyzing discrepancies, and coordinating with project teams to ensure adherence to contract specs.

Qualifications

• Eight (8) years of experience in quality control or testing materials for highway/bridge projects.
• OR Four (4) years with a bachelor’s degree in engineering or related field.
• OR One (1) year as Engineering QA Specialist 2 with the PTC.
• NICET Level 3 Certification in Construction Materials Testing.
• Possession of a valid driver’s license.

Responsibilities

• Lead and supervise external consultants/contractors in QA activities.
• Perform Independent Assurance reviews independent of routine testing.
• Witness on-site lab testing of aggregates, concrete, and asphalt.
• Inspect equipment used in testing and verify calibration.
• Mentor staff and ensure adherence to contract specifications.
• Document, track, and analyze QA activities and discrepancies.
• Recommend corrective actions and follow up on implementation.
• Collaborate with project teams to ensure conformance with plans.
