Job summary

Inadev is seeking a Senior Testing Lead to establish and lead the quality engineering and testing function for the SEC's EDGAR 2.0 modernization program in a hybrid Reston, VA setting. This role defines the testing vision, processes, tools, and release readiness across multiple Agile streams and external collaborators.

Qualifications

• Must be a U.S. citizen and able to obtain Public Trust clearance.
• Minimum 12 years of software testing and quality engineering.
• Minimum 5 years leading large-scale federal testing organizations.
• Experience establishing test programs for complex modernization efforts.
• Experience leading testing across multiple Agile delivery teams.
• Strong expertise in automated testing frameworks and enterprise QE practices.
• Experience with cloud-native and API-driven architectures.
• Proven ability to develop quality metrics, dashboards, and governance.
• Strong leadership, communication, and stakeholder management.

Responsibilities

• Define and lead testing strategy for the EDGAR 2.0 modernization program.
• Establish testing policies, standards, governance, and success metrics.
• Develop and manage the Testing Master Plan and Quality Management Plan.
• Serve as senior authority for testing, QE, and release readiness.
• Build and lead a high-performing team of test engineers and QA analysts.
• Coordinate testing across multiple Scrum teams and vendors.
• Lead integrated system testing with external systems and SEC stakeholders.
• Monitor quality trends and lead defect triage and RCA.
