Job summary

The Senior Engineer position at El Paso County leads the public works engineering programs, supervising staff and coordinating complex projects across facilities, roads, and subdivisions. You will ensure compliance with statutory standards and oversee budgets, schedules, and approvals with a focus on safety and efficiency.

Applicants should hold a Civil Engineering degree, a Texas PE license, and have a proven track record managing large capital improvement programs.

Qualifications

• Bachelor’s degree in Civil Engineering or related field.
• Ten (10) years of professional level experience in design and construction of buildings, bridges, structures and roads.
• Five (5) years managing and administering a major engineering program or phase for an organization with diverse operations or multiple locations.
• Two (2) years of supervisory experience in the area of assignment.
• Must have or obtain by date of hire a valid Texas driver’s license.
• Professional Engineer registration in Texas.
• CFM certification within six months of starting employment.

Responsibilities

• Supervises, plans, develops, and organizes public works projects and design programs.
• Reviews designs and construction times, budgets, and bids for county facilities, bridges, and right‑of‑way.
• Directs procurement, contract negotiations, and administration of service contracts per policy.
• Coordinates with federal, state, and local agencies on projects and funding.
• Develops capital improvement plans, performance measures, and project prioritization.
