Job summary

City of Portsmouth seeks a senior procurement official to oversee the city's procurement functions and serve as the principal purchasing official. You will manage requisitions, ensure compliance with City Code, and coordinate bid processes with the CFO and legal staff.

The role requires in-depth knowledge of government accounting, budgeting, and procurement, plus experience with FOIA requests, SB/MWBE participation, and staff supervision.

Qualifications

• Extensive knowledge of governmental accounting, budgeting, and procurement.
• Ability to supervise staff and coordinate with city departments.
• Familiarity with Virginia public procurement laws and city codes.

Responsibilities

• Oversee procurement functions for the city and act as principal purchasing official.
• Review requisitions, approve for compliance, and coordinate procurement methods.
• Support CFO with procurement matters and public bidding processes.
• Ensure minority and small business participation (S/MWBE) in contracts.
• Prepare reports and coordinate FOIA requests as needed.
