Job description

Brief Overview of Position:

Strategic Operations Solutions, Inc. (STOPSO) is seeking an experienced and versatile professional to take on the role of Senior Proposal Technical Writer. This position is critical in bridging the gap between technical solutions and persuasive communication to develop clear, compelling, and compliant proposals that effectively showcase our technical capabilities and solutions to potential clients. The ideal candidate will have a deep understanding of federal contracting, particularly with the Department of Defense (DoD) and/or Fed/Civ agencies, and will play a key role in both designing technical solutions and articulating them in proposal documents. Additionally, the candidate should have the ability to understand technical concepts and with support from technical subject matter experts, ensuring that proposals meet technical requirements. This role reports into the Strategic Capture & Proposal team and offers the opportunity for a remote work environment.

Position Duties and Tasks:

  1. Proposal Writing & Development:
    1. Write and edit technical sections of proposals, ensuring clarity, accuracy, and compliance with RFP requirements.
    2. Develop content that effectively communicates complex technical concepts and solutions in a way that is accessible to non-technical stakeholders.
    3. Tailor content to address client needs, demonstrating a deep understanding of their challenges and how our solutions address them.
  2. Supporting the Technical Solution Design:
    1. Support the design and development of technical solutions in response to RFP/RFQ requirements, ensuring alignment with client needs and organizational capabilities.
    2. Collaborate with technical subject matter experts (SMEs) to conceptualize and document innovative solutions that address complex challenges.
  3. Collaboration & Coordination:
    1. Work closely with business development, capture managers, and technical SMEs and proposal team, to gather the necessary information and insights for proposal development.
    2. Coordinate with graphic designers to ensure that visuals and graphics complement and enhance the written content.
    3. Participate in proposal strategy sessions and contribute to the development of win themes, value propositions, and key messaging.
  4. Compliance & Quality Assurance:
    1. Ensure that all written content is compliant with RFP/RFQ requirements and follows the company's style guide and branding standards.
    2. Conduct thorough reviews of proposals for grammar, punctuation, and technical accuracy.
    3. Edit and proofread content provided by SMEs, ensuring consistency and clarity throughout the document.
  5. Content Management:
    1. Maintain and update a library of proposal content, including technical solutions and boilerplate language.
    2. Develop and manage templates and other tools to streamline the proposal development process.
  6. Continuous Improvement:
    1. Stay current with industry best practices in proposal writing and technical communication.
    2. Provide feedback and suggestions for improving proposal processes, tools, and content quality.

Required Experience, Skills, and Qualifications:

  • Bachelor's degree, preferably in a technical discipline or Communications/ Business/ English/ Language degree.
  • Eight or more years of demonstrable success supporting in a proposal writing role, with at least three years of experience writing technical proposal sections.
  • Demonstrated experience and knowledge in the following technical disciplines: cybersecurity, cloud solutions, data analytics, enterprise IT modernization, software development and integration, network engineering and operations, systems engineering, risk management and compliance.
  • Deep knowledge of the business development lifecycle and Shipley processes.
  • Strong presenter capability and effective written and verbal communication skills.
  • Experience in facilitating strategy, solutions, and storyboard sessions.
  • Demonstrated ability to work efficiently and successfully under conditions of multiple efforts, deadlines, and changing priorities.
  • Advanced proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint.
  • Excellent work ethic, time management, and organizational skills.
  • Ability to work extended hours and/or weekends to meet internal/external deadlines.
  • Must be a U.S. Citizen.

Desired Experience, Skills, and Qualifications:

  • Advanced degree in Technical discipline.
  • An active APMP member/APMP Certification.
