Job summary

Information Technology Strategies, Inc. is seeking a Proposal Manager to support our Business Development team in managing the full proposal lifecycle for federal IT contracts.

You will lead proposal teams, ensure compliance and timely submissions, and coordinate win strategies and content development across multiple opportunities. The role requires hands-on proposal execution, strong technical writing, and the ability to navigate government procurement.

Qualifications

• Eligible to obtain U.S. Government SECRET/TOP SECRET clearance.
• 5+ years in business development, proposal management, or federal IT contracting.
• 10+ years in overall IT business development.
• Proven experience with federal procurement strategies (T&M, FFP, performance-based) and IDIQ vehicles.
• Experience with federal agencies (DHS, DOD, DLA).
• Deep understanding of government RFPs and ability to launch proposals quickly.
• Ability to analyze solicitations for bid/no-bid.
• Experience developing compliant, winning proposals.
• Strong technical writing skills.
• Experience using GovWin or similar marketing intelligence tools.
• Comfortable interacting with staff at all levels.
• Leadership in strategic marketing programs aligned with company goals.
• Flexible, adaptable, able to manage through change.
• Strong computer skills with spreadsheets, word processing, presentations; CRM familiarity.
• Excellent oral and written communication; prior presentation experience.

• Manage the full proposal lifecycle ensuring high-quality, compliant submissions.
• Lead and direct proposal teams; coordinate efforts for successful outcomes.
• Provide proposal and project management support for new and existing projects.
• Develop win strategies, content guidance, and ensure compliance.
• Identify risks and manage team resources and project plans.
• Support business development meetings and CRM tracking.
