Information Technology Strategies, Inc. is a government IT solutions provider servicing commercial and government initiative in various parts of the United States. We are currently seeking a Lead Business Systems Analyst to work for our company.

Role Overview:

We are looking for a Senior Technical Architect/Engineer to lead the modernization of USCIS ICAM infrastructure. You will be responsible for bridging the gap between business requirements and technical execution, focusing heavily on Cloud Architecture (AWS/Azure), DevSecOps pipelines, and the integration of COTS and open-source tools. You will lead the engineering strategy to minimize technical debt and maximize automation.

Note:

While the labor category is "Business Process Reengineering," this is a highly technical, architect-level role focused on Cloud and DevSecOps.

Key Responsibilities:

• Cloud & Architecture Strategy: Provide expert guidance on cloud architecture and security, ensuring solutions meet DHS Enterprise Architecture standards.
• DevSecOps Implementation: Drive the adoption of Infrastructure as Code (IaC), CI/CD pipelines, and automated security scanning to ensure zero-downtime deployments.
• Solution Design: Evaluate capabilities of commercial (COTS) and open-source ICAM products to recommend implementations that replace or augment custom code.
• Process Optimization: Reengineer development and operational processes to improve velocity, code quality, and security compliance.

Required Qualification:

• Experience: In-depth knowledge of Cloud Architecture (AWS/Azure), DevSecOps standards, and containerization (Docker/Kubernetes).
• Technical Stack: Strong background in Java, Spring Framework, and integrating COTS security tools (e.g., CyberArk, SailPoint).
• Methodology: Proven experience in Agile/Scrum environments and "Business Process Reengineering" skills to optimize technical workflows.
• Technical Challenger: You will be a primary participant in the Phase III Technical Proficiency evaluation. You must be able to solve a specific technical scenario (e.g., a system outage or security breach) within a 4-hour window and present the solution to government evaluators.
