Job description

Job Overview

As a Senior Proposal Manager, you will work in Anchorage, AK, or within the lower 48 and be responsible for leading and overseeing all phases of the proposal development lifecycle for complex, high-value federal opportunities within the federal engineering, environmental, and construction markets.

This position leads proposal efforts for strategic contract vehicles, including multiple award task order contracts (MATOCs), single award task order contracts (SATOCs), indefinite delivery/indefinite quantity (IDIQ) contracts, government‑wide acquisition contracts (GWACs), and General Services Administration (GSA) contract vehicles such as OASIS+.

The Senior Proposal Manager partners with executive leadership, Business Development, Capture Managers, and technical subject matter experts to develop winning capture and proposal strategies that maximize probability of award.

This position serves as the organization's proposal subject matter expert, mentors proposal staff, drives continuous process improvement, and manages multiple concurrent strategic pursuits with minimal direction.

Responsibilities
  • Lead proposal development and submission for large, complex federal contract vehicles including MATOCs, SATOCs, IDIQs, and other agency‑specific single and multiple award contracts.
  • Collaborate with Leadership and Capture Managers during pre‑positioning and capture planning to develop pursuit strategies for strategic contract vehicles and major procurements.
  • Develop proposal strategies that position the company for success on long‑term contract vehicles supporting DoD, civilian agencies, and federal customers.
  • Manage SF330 Architect‑Engineer qualification packages, design‑build proposals, MATOC task order proposals, and other qualification‑based federal procurements.
  • Evaluate solicitation requirements, customer acquisition strategies, and competitive landscapes to identify proposal risks, opportunities, and discriminators for complex procurements.
  • Coordinate proposal efforts involving multiple business units, operating companies, subcontractors, joint venture partners, and mentor‑protégé relationships.
  • Lead the development of qualifications packages, oral presentations, capability statements, and other materials supporting strategic federal pursuits.
  • Support organizational growth initiatives by contributing to capture‑planning, pipeline reviews, proposal forecasting, and bid/no‑bid decision‑making.
  • Participate in customer debriefings and lead lessons learned sessions to continuously improve capture and proposal strategies for future contract vehicle pursuits.
  • Maintain a constant state of alertness and work safely.
  • Perform other duties as directed.
  • Supervise junior staff, including Project Coordinators.
Knowledge, Skills, & Abilities
  • Excellent communication skills, both oral and written, with a positive can‑do attitude.
  • Ability to conduct oneself with confidence and professionalism under high‑pressure conditions.
  • Extensive knowledge of federal acquisition processes, including FAR, DFARS, qualification‑based selection procedures, and complex source selection methodologies.
  • Demonstrated experience developing successful proposals for MATOCs, SATOCs, IDIQs, GSA schedules, and other large federal contract vehicles.
  • Strong understanding of capture management principles, competitive analysis, customer engagement strategies, and federal procurement trends.
Minimum Qualifications
  • 3–5 years in federal proposal development, including experience with federal RFP structures and SF330 formats.
  • 7–10 years of progressively responsible experience leading federal proposal development for DoD, engineering, environmental, construction, or professional services organizations.
  • Demonstrated experience leading successful proposals for large, complex contract vehicles or comparable federal acquisition vehicles.
  • Experience managing proposals with multiple volumes, numerous teaming partners, and geographically dispersed proposal teams.
  • Proven ability to lead high‑value strategic pursuits from pre‑RFP capture planning through proposal submission and customer debrief.
  • Experience in Microsoft (Word, Excel, PowerPoint and SharePoint) and Adobe (InDesign, Illustrator, and Photoshop).
  • Technical writing and editing experience.
  • Strong written and oral communication skills.
  • Ability to pass a pre‑employment drug screening and background check.
