Job summary

BCP Engineers & Consultants seeks a senior Work Control Planner to support maintenance planning, scheduling, and work control in a highly regulated DOE/nuclear facility environment.

You will develop and review detailed work packages for operations, maintenance, construction, and facility modification activities, including labor, material, and time estimates, step-by-step instructions, and safety requirements.

Qualifications

• Extensive senior-level experience in work control, maintenance planning, materials management, and/or mechanical maintenance.
• Experience interpreting mechanical/electrical drawings, blueprints, schematics.
• Strong knowledge of hazards, safety practices, operating configurations, and lockout/tagout procedures.
• DOE environment work planning experience in complex facilities.
• Ability to research issues, evaluate solutions, and resolve problems.
• Effective communication of complex work control requirements to technical/non-technical staff.
• Experience using computerized work management/CMMS systems for planning.
• Ability to mentor and train less experienced personnel.
• Must be able to obtain and maintain a DOE Q clearance.

Responsibilities

• Develop and review detailed work packages for maintenance, construction, modification, and operations.

• Identify and resolve work restraints and drive closure of packages.
• Interpret drawings, blueprints, and schematics for proper execution.
• Ensure safety, hazards, configurations, and LOTO requirements are addressed.
• Monitor, validate, and audit work control performance data and reports.
• Maintain work control databases and CMMS records.
• Evaluate processes and propose improvements.
• Support policies and procedures development.
• Provide mentorship and training to staff.

Project Details: The Work Control Planner will support maintenance planning, scheduling, and work control activities within a highly regulated DOE/nuclear facility environment.

This is a senior-level planning position responsible for developing and reviewing detailed work packages for operations, maintenance, construction, and facility modification activities. Work packages may include labor, material, and time estimates; step-by-step work instructions; procedures; safety requirements; post-maintenance testing requirements; and other documentation necessary to safely execute and close work. The planner may support mechanical, electrical, chemical, and/or radiological systems and will work closely with operations, maintenance, engineering, and other technical personnel.

Responsibilities:

• Develop and review detailed work packages for maintenance, construction, modification, and operational activities.
• Develop labor, material, and time estimates associated with planned work.
• Prepare detailed step-by-step work instructions, procedures, safety requirements, and post-maintenance testing requirements.
• Identify and resolve work restraints and support work packages through final closure.
• Interpret mechanical and electrical drawings, blueprints, schematics, and other technical documentation.
• Ensure work packages appropriately address hazards, safety practices, operating configurations, and lockout/tagout requirements.
• Develop, monitor, validate, and audit work control performance data and reports.
• Maintain work control databases and computerized maintenance/work management systems.
• Evaluate work control processes, programs, and procedures and recommend improvements.
• Support the development and maintenance of maintenance policies, processes, and procedures.
• Provide mentorship and training to less experienced work control personnel.

Qualifications:

• Extensive senior-level experience in work control, maintenance planning, materials management, and/or mechanical maintenance.
• Extensive experience interpreting mechanical and electrical documents, blueprints, drawings, and schematics.
• Strong understanding of work hazards, safety practices, operating configurations, and lockout/tagout policies and procedures.
• Experience planning work within complex and highly regulated facilities.
• Demonstrated ability to research issues, evaluate alternative solutions, and resolve problems affecting work control and planning.
• Ability to communicate complex work control requirements to both technical and non-technical personnel.
• Experience utilizing computerized work management/CMMS systems to maintain and track work planning activities.
• Strong experience preparing and presenting work control reports.
• Ability to mentor and train less experienced work control personnel.
• Must be able to obtain and maintain a DOE Q clearance.

Desired Qualifications:

• Active DOE Q clearance.
• Previous DOE or national laboratory experience.
• Nuclear facility maintenance and/or construction planning experience.
• Extensive knowledge of work control and facility maintenance policies, practices, and procedures within a DOE environment.

Education and Experience:

• Bachelor’s degree and 12 years of related experience, or an equivalent combination of education and experience directly related to the position.
• A high school diploma is required to meet DOE Order 426.2 minimum requirements.
