Job summary

Orbital PM is seeking a senior Level 4 Work Control Planner to support operations at a DOE national laboratory facility in Los Alamos, NM. You will develop, coordinate, and maintain comprehensive work packages that enable safe and compliant execution of facility operations, maintenance, and modifications.

The role leads the work planning team, applies DOE work control requirements, mentors junior planners, uses IWDs, and ensures ISMS and site procedures compliance.

Qualifications

  • Extensive experience creating and finalizing detailed work packages for industrial, nuclear, or DOE facilities.
  • Strong technical writing with emphasis on regulatory compliance and safety documentation.
  • Experience generating and reviewing Integrated Work Documents (IWDs) or equivalent.
  • Familiarity with DOE Orders governing work planning and control (e.g., DOE O 422.1, DOE O 413.3B).
  • Proficiency with work management software and Microsoft Office.
  • Ability to read and interpret engineering drawings, P&IDs, and technical specifications.
  • Experience in mechanical, electrical, chemical, or radiological environments preferred.
  • Ability to obtain and maintain a Department of Energy Q clearance (Personnel Reliability Program).

Responsibilities

  • Develop and review comprehensive work packages, Integrated Work Documents (IWDs), and work instruction sheets for operational, maintenance, and facility modification tasks.
  • Coordinate with engineers, safety professionals, operations supervisors, and subject matter experts to incorporate all hazard controls, quality requirements, and regulatory constraints into work packages.
  • Generate, review, and finalize IWDs ensuring compliance with DOE Orders, site procedures, and applicable federal regulations.
  • Evaluate job site conditions to identify hazards and determine appropriate controls, including radiological, industrial safety, and environmental requirements.
  • Support and mentor Level 1, 2, and 3 Work Control Planners; provide technical guidance and quality review of their work products.
  • Utilize work management and mobile work package software systems, managing documentation throughout the work lifecycle.
  • Coordinate with the scheduling function to sequence work activities efficiently, minimizing operational impacts.
  • Participate in pre-job briefings, work site walkthroughs, and post-job reviews to support continuous improvement.
  • Ensure all work documentation complies with ISMS (Integrated Safety Management System) principles and site-specific requirements.
  • Support safety and security compliance as a primary responsibility; maintain required training currency and demonstrate safe behavior in all tasks.

Orbital PM is seeking experienced Work Control Planners at the senior (Level 4) classification to support operations at a DOE national laboratory facility in Los Alamos, New Mexico. In this role you will develop, coordinate, and maintain comprehensive work packages that enable safe and compliant execution of facility operations, maintenance activities, and modifications. You will serve as a lead resource for the work planning team, applying deep expertise in DOE work control requirements and integrated safety management.

Key Responsibilities
  • Develop and review comprehensive work packages, Integrated Work Documents (IWDs), and work instruction sheets for operational, maintenance, and facility modification tasks.
  • Coordinate with engineers, safety professionals, operations supervisors, and subject matter experts to incorporate all hazard controls, quality requirements, and regulatory constraints into work packages.
  • Generate, review, and finalize IWDs ensuring compliance with DOE Orders, site procedures, and applicable federal regulations.

Required Qualifications
  • Demonstrated experience developing and finalizing detailed work packages for industrial, nuclear, or DOE facility environments.
  • Strong technical writing skills with focus on regulatory compliance, safety documentation, and procedural accuracy.
  • Experience generating and reviewing Integrated Work Documents (IWDs) or equivalent work planning documents.
  • Familiarity with DOE Orders governing work planning and control (e.g., DOE O 422.1, DOE O 413.3B).
  • Proficiency with work management software and Microsoft Office Suite.
  • Ability to read and interpret engineering drawings, P&IDs, and technical specifications.
  • Experience in mechanical, electrical, chemical, or radiological environments preferred.
  • Ability to obtain and maintain a Department of Energy Q clearance (Personnel Reliability Program).
  • Strong written and verbal communication skills; ability to collaborate across multi-disciplinary teams.
Education & Experience

Position requires a Bachelor’s degree in Engineering, Technology, or a closely related field plus 12 years of directly related work control or equivalent experience. An equivalent combination of education and hands-on experience in work planning, industrial safety, or nuclear facility operations will be considered. Post-graduate coursework or relevant professional certifications are advantageous.

Schedule:

Full-time; 4/10 or 9/80 schedule depending on organizational assignment

Per Diem:

Per diem eligibility available for qualified out-of-area candidates

Overtime:

Occasional overtime may be required based on operational needs

Security & Clearance

Candidates must be eligible to obtain a Department of Energy Q clearance. U.S. citizenship is required. Active Q clearance is not required to begin; clearance processing will be initiated upon hire. Candidates with an existing active Q clearance are highly preferred.
