Job summary

Hoyle Tanner & Associates, Inc. is seeking a Wastewater Project Manager to lead and grow our wastewater practice across Massachusetts, directing municipal, educational, commercial, and industrial projects from concept through delivery.

You will combine technical leadership with client engagement to protect public health and the environment, while mentoring staff and expanding the firm’s presence in Massachusetts. Strong communication and project leadership are essential.

Qualifications

• BS or MS/ME in Civil Engineering with sanitary or environmental focus.
• 20+ years of progressive wastewater project experience.
• Professional Engineer license in MA (or ability to obtain in NH/ME/VT).
• Strong client management, scheduling, and financial acumen.

Responsibilities

• Manage study, design, and construction phases for wastewater projects (treatment plant upgrades, process improvements, modeling).
• Drive financial performance through budgeting, forecasting, and resource allocation.
• Provide exceptional client service addressing regulatory concerns and operational challenges.
• Lead MA-based wastewater team to deliver projects on time and within budget.
• Oversee design elements (treatment stages, solids handling, hydraulics) and ensure regulatory compliance.

Hoyle Tanner is seeking a Wastewater Project Manager to help grow and lead our wastewater practice across Massachusetts. You'll head wastewater projects for municipal, educational, commercial, and industrial clients while serving as a trusted advisor and helping expand Hoyle Tanner's presence in the Massachusetts market. A short 27 miles from Boston, our office is centrally located just south of the confluence of US Route 3, Route 495, and the Lowell Connector, with a stop along the MBTA's Lowell bus route 15, and a short drive from the Lowell and Billerica commuter rail stops. This office is located along the developing Route 129 corridor in Chelmsford.

Responsibilities Include

• Manage study, design, and construction phases for wastewater projects such as treatment plant upgrades, process improvements, process modeling, etc.
• Drive strong financial performance through effective project budgeting, forecasting, and resource allocation
• Provide exceptional client service by proactively addressing their needs, regulatory concerns, and operational challenges
• Build, lead, and coordinate Massachusetts-based wastewater team to deliver projects on time and within budget
• Oversee wastewater project design elements including preliminary, primary, secondary, and tertiary treatment, solids handling, and hydraulic capacity improvements
• Ensure compliance with local, state, and federal regulations
• Manage project scope, schedule, and deliverables in alignment with contracts and funding requirements
• Utilize project management tools (Deltek Vantagepoint) to track performance, budgets, and staff utilization
• Lead business development efforts primarily in Massachusetts, including identifying opportunities with municipalities and utilities and preparing technical fee proposals
• Coordinate with subconsultants, contractors, and regulatory agencies throughout study, design, and construction phases
• Implement and enforce project-specific quality management plans for wastewater design and documentation
• Identify and communicate risks related to permitting, constructability, and system performance; collaborate with leadership on mitigation strategies
• May serve as a TEAM LEAD when applicable, supervising staff, mentoring junior engineers, and managing workloads to maintain project fluidity

Requirements

• BS or MS/ME (preferred) in Civil Engineering with Sanitary or Environmental Engineering focus
• 20+ years of progressive experience working on wastewater projects including treatment, collection, and conveyance systems
• Strong technical knowledge of wastewater treatment processes
• Professional Engineering License in MA, with ability to obtain in NH, ME and/or VT
• Strong communication skills, an acute understanding of project finances, scheduling, and client management skills
• Salary is contingent on experience
