Qualifications

• Experience coordinating multiple concurrent workstreams with business, technical, vendor, and executive stakeholders.

• Experience with major implementation activities: requirements, system integration, data migration/conversion, testing, readiness, training, cutover, go-live, stabilization.
• Experience in public-sector, government, highly regulated, or similarly complex environments.

Senior Project Manager - San Diego, CA

Sabot Consulting is looking for a Senior Project Manager to lead and coordinate an Enterprise Modernization Program for the Count of San Diego. The project will replace the County's legacy Property Assessment System along with related data center exit, cloud migration, infrastructure modernization, business transformation, and other enterprise technology initiatives.

Mandatory Minimum Requirements

• Minimum 10 years of progressively responsible professional project and/or management experience, with at least 5 years in a local government environment.

• Minimum 5 years of experience leading large-scale, complex enterprise technology implementation or modernization projects ($10MM+ budget).

• Demonstrated experience serving in a lead project or management role for at least 3 enterprise system implementations through implementation, deployment/go-live, and/or post-production stabilization.

• Demonstrated experience coordinating multiple concurrent workstreams involving business stakeholders, technical teams, vendors, consultants, and executive leadership.

• Demonstrated experience managing project scope, schedules, budgets, risks, issues, decisions, dependencies, vendor performance, and executive reporting.

• Demonstrated experience with major implementation activities including multiple elements such as requirements management, system integration, data migration/conversion, testing, organizational readiness, training, cutover, go-live, and stabilization.

• Demonstrated experience managing projects within a public-sector, government, highly regulated, or similarly complex organizational environment.

Preferred Qualifications:

• Multi-vendor management experience, including monitoring vendor performance/project status, independently identifying risks or delivery concerns, and escalating, resolving, or mitigating them.

• Demonstrate experience working directly with executive sponsors, steering committees, governing bodies, and senior stakeholders, including translating complex project information into executive decisions, recommendations, dashboards, presentations, or briefings.

• Managing technology modernization initiatives within government or other highly regulated organizations, including public procurement, fiscal accountability, transparency, regulatory requirements, and continuity of public services.

• Experience with CAMA, property assessment, property tax administration, land records, permitting, or similarly complex government enterprise systems.
