Job summary

Mbi Llc is seeking a Senior Program Manager to lead the Revenue Life cycle replacement system project in the U.S. state environment. You will coordinate vendors, internal DBHDS staff, and business partners through a complex, multi-workstream program, delivering on time, budget, and scope while managing risks.

Applicants should bring 10+ years of PM experience, strong SDLC knowledge, and proven ability to lead across Agile and Waterfall methodologies. PMP certification is required.

Qualifications

• Ability to lead cross-functional teams to implement new approaches and structures.
• Strong understanding of Software Development Life Cycle models (SDLC).
• Ability to represent project teams in multiple forums with technical clarity.
• Extensive experience gathering requirements during discovery and documenting proposals.
• Strong command of Agile and Waterfall project management principles; PMP certification is required.

Responsibilities

• Plan and implement Revenue Life cycle replacement system.
• Manage vendor and internal staff in a high-risk, multi-workstream project.
• Coordinate day-to-day execution and track budget, schedule, and risks.
• Engage with vendors, consultants, DBHDS IT and business staff.
• Develop and present senior leadership presentations.
• Oversee day-to-day activities and stakeholder relationships.
• Collaborate with external and internal technology leads to align best practices.
• Drive project delivery through procurements, scope, and transition to operations.
• Monitor vendor progress with defined metrics and governance.
