Job summary

ICF’s Disaster Management Division seeks a Senior Project Manager to support FEMA HMA and state-funded residential mitigation grant programs in California. This hybrid role requires leadership of multi-disciplinary teams and coordination with local agencies to deliver complex mitigation projects from startup through closeout.

The successful candidate will guide risk assessments, secure grant funding, and ensure compliance with program policies, delivering data-driven updates to ICF leadership

Qualifications

• Bachelor’s Degree required.
• 8+ years of experience managing complex multi-disciplinary teams to achieve high production and quality.
• 5+ years of FEMA HMA project experience including startup through closeout.
• Willingness to work in and travel across California as necessary.

Responsibilities

• Lead development, coordination, and operation of large, complex federally funded programs focused on residential mitigation and community resilience from start-up through closeout.
• Advise clients on FEMA HMA grant programs and large-scale mitigation projects.
• Manage delivery of tasks, milestones, resources, and risks; maintain requirements, timelines, and issues.
• Direct risk and vulnerability assessments and develop strategies to reduce risk (codes updates, retrofitting, preparedness plans).
• Coordinate resilience priorities, secure grant funding, and implement programs in compliance with policies.
