City of Saint Paul’s Housing division seeks a seasoned Principal Project Manager to lead financing, construction, and refinancing of multifamily housing projects from concept to completion. The role guides planning, financing, and implementation while ensuring compliance with local, state, and federal requirements.

The ideal candidate collaborates with developers, lenders, and legal counsel, prepares loan recommendations, and communicates progress to city leadership and public audiences.

Qualifications

• Bachelor's degree required in one of the specified fields; two years as a Senior Project Manager.
• Experience financing multifamily housing projects or similar.
• Ability to analyze development proposals and loan terms; prepare recommendations.

Responsibilities

• Manage complex multifamily housing projects from concept to completion.
• Structure and evaluate project financing including loan terms.
• Build and coordinate partnerships with developers, lenders, counsel, and stakeholders.
• Ensure regulatory and program compliance by reviewing documentation and risks.
• Coordinate activities and communicate progress to staff, leadership, and public audiences.
