Senior Project Manager – Heavy Civil & Preconstruction

We are seeking an experienced Senior Project Manager to lead complex heavy civil and infrastructure projects from early-stage planning through to successful delivery. This is a key role for a commercially aware and technically capable professional who can manage preconstruction activities, build strong stakeholder relationships and deliver projects safely, efficiently and to the highest standards.

You will take ownership of project strategy, programme, cost, risk and quality, working closely with clients, consultants, subcontractors and internal teams. You will play a central role in developing competitive, well-considered bids and ensuring that projects are fully prepared before construction begins.

Key responsibilities

• Lead the planning and delivery of major heavy civil, infrastructure or enabling works projects.
• Manage preconstruction activities, including constructability reviews, methodologies, logistics, sequencing and resource planning.
• Prepare and review programmes, cost plans, procurement schedules, risk registers and project execution strategies.
• Coordinate design development, technical submissions, value engineering and approvals with relevant stakeholders.
• Oversee tender preparation, subcontractor engagement, pricing reviews and commercial risk assessment.
• Monitor project performance against agreed time, budget, quality, safety and environmental objectives.
• Provide clear leadership to project teams, supporting collaboration, accountability and professional development.
• Maintain effective communication with clients, consultants, suppliers, authorities and delivery partners.
• Identify risks and opportunities early, implementing practical mitigation and recovery plans where required.

About you

You will have substantial experience managing heavy civil or infrastructure projects, ideally involving highways, earthworks, utilities, structures, marine works or other complex construction environments. A strong background in preconstruction, estimating, procurement and project mobilisation is essential, along with a sound understanding of contract administration and commercial controls.

You should be confident interpreting technical information, challenging assumptions and making well-informed decisions in a fast-paced environment. Excellent communication, negotiation and leadership skills are required, together with a methodical approach to governance, reporting and compliance.

Experience and qualifications

• Proven track record in a senior project management position within heavy civil construction.
• Relevant construction, engineering or project management qualification.
• Strong knowledge of health and safety, environmental standards and quality management systems.
• Experience with NEC or other major construction contracts would be advantageous.
