Job summary

Blue Shield of California in the Enterprise Mandates Delivery team seeks a Project Manager Consultant to own complex projects from initiation through delivery, manage risks, dependencies, and project financials to ensure compliance with new laws.

The role reports to the Senior Manager, Enterprise Mandates Delivery and supports transforming mandates into audit-ready programs, with a hybrid office schedule—in-office two days per week.

Qualifications

• Bachelor's degree or High School Diploma/GED and 4 years of additional relevant experience in lieu of a degree
• Requires at least 7 years of direct Project Management experience, preferably within healthcare payer operations
• Requires experience working with and supporting healthcare mandates
• Candidate must have hands-on experience in project/program resource planning, reporting, prioritization, and budgeting with both on-shore and off-shore staff
• Hands-on experience with project financial planning and reconciliation
• Health Care experience with Commercial, Individual, Family, Medicare, or Medi-Cal lines of business required
• Experience using Agile methodology to deliver projects in a desired corporate environment
• PMP Certification and experience with Planview project management software and Microsoft 365 collaboration tools preferred

Responsibilities

• Take hands-on ownership of complex projects from initiation through delivery, actively managing execution, risks, dependencies, and project financials to achieve compliance objectives.
• Report to the Senior Manager, Enterprise Mandates Delivery.
• Transform new laws into audit-ready projects with defined ownership, scope, timelines, and funding.
