Turning Point Global Solutions is seeking an experienced Project Manager to lead the design, development, and deployment of a cloud-based system for the Maryland State Department of Education (MSDE). The role is based in Baltimore with a hybrid work arrangement and requires prior government IT implementation experience.

You will manage end-to-end delivery using an Agile/PMBOK hybrid, coordinate with MSDE stakeholders, maintain the implementation plan, and ensure on-time milestones including MVP

Qualifications

• 5+ years of PM experience on complex IT system deployments in government contracting.
• Hands-on Agile team leadership with sprint planning, backlog grooming, and releases.
• Experience managing government contract deliverables, milestones, and acceptance processes.
• Experience coordinating with state or federal agencies and stakeholders.
• Excellent written and verbal communication meeting government quality standards.

Responsibilities

• Lead end-to-end project delivery using Agile/PMBOK hybrid across multiple disciplines.
• Act as primary liaison between MSDE and TurningPoint; manage stakeholder expectations.
• Maintain Implementation Plan and related documents; provide weekly update.
• Drive on-time delivery of MVP go-live, UAT, security docs, and O&M transition.
• Oversee formal deliverable reviews and monthly Red/Yellow/Green status reports.
• Ensure conformance to CMMI Level 5 and TurningPoint's Digital Playbook.
