Senior Project Manager – PMO Policy & Methodology Consultant

Contract Type: Short-Term Advisory Engagement

Client: Small Texas State Agency (Name Confidential)

Location: Remote (occasional virtual or in-person meetings as needed)

Summary

We are seeking a Senior Project Manager with extensive PMO consulting experience and a strong understanding of Texas Administrative Code (TAC) and DIR standards to lead the development of project management policies and artifacts for a small Texas state agency. This advisory engagement is ideal for a seasoned consultant who can bring clarity, compliance, and scalability to a low-volume project delivery environment.

Key Responsibilities

• Lead the creation of a formal Project Management Policy tailored to a small agency context.
• Develop project templates and artifacts aligned with TAC/DIR guidance and project management best practices.
• Deliverables may include: project charter, scope statement, risk register, communication plan, and more.
• Advise on the development of streamlined PMO methodologies suited for low-to-medium volume project environments.
• Conduct virtual stakeholder interviews or working sessions to gather input and refine deliverables.
• Manage 1–2 feedback/review cycles and incorporate input into final documentation.
• Ensure all materials are audit-ready, actionable, and clearly aligned with DIR and TAC compliance expectations.

Required Qualifications

• 5+ years of experience in project management, including 3+ years in PMO or methodology development roles.
• In-depth knowledge of Texas DIR/TAC requirements related to IT project delivery.
• Proven ability to consult for government agencies, ideally in Texas.
• Strong documentation and policy writing skills with minimal supervision.
• PMP or equivalent certification required.

Preferred Qualifications

• Experience working with small-to-midsize Texas state agencies.
• Past success creating deliverables that passed DIR audit or QAT review.
• Familiarity with DIR’s Project Delivery Framework (PDF) and associated templates.
