Position Summary:

The Senior Project Manager serves as the municipality’s lead advisor for complex, developer-led capital projects that advance public objectives. The role oversees planning, procurement, design, entitlement, construction, and closeout for major urban development initiatives, including public assembly venues, sports and entertainment districts, mixed-use developments, and urban renewal projects.

Representing municipal interests in San Antonio, TX, the successful candidate will manage complex A/E/C projects and coordinate public agencies, developers, design professionals, contractors, and community stakeholders to ensure successful execution.

In coordination with Accenture, the Senior Project Manager serves as a trusted client advisor for complex public-sector business transformation initiatives, managing scope, budgets, schedules, risks, vendors, and delivery alignment with strategic objectives.

Essential Duties and Responsibilities:

Oversee projects from planning through completion, ensuring alignment with municipal goals, agreements, budgets, schedules, and quality standards.

Review developer submissions, including plans, design documents, estimates, schedules, phasing plans, and technical reports.

Evaluate compliance with agreements, incentives, design standards, infrastructure requirements, and regulations; coordinate reviews across municipal and governmental departments.

Monitor schedules, budgets, risks, procurement, permitting, and construction progress; provide recommendations on feasibility, constructability, value engineering, risk mitigation, and lifecycle considerations.

Support negotiation and administration of development, design, construction, consultant, and P3 agreements; review procurement strategies for alignment with objectives and requirements.

Represent municipal interests during design reviews, progress meetings, inspections, commissioning, and closeout; prepare executive reports, presentations, recommendations, and briefings.

Required Qualifications:
  • Bachelor’s degree in Architecture, Engineering, Construction Management, Urban Planning, Project Management, or a related field.
  • 10+ years managing complex architectural, engineering, and construction projects.
  • Experience as an owner’s representative, advisor, program manager, or project executive on large capital projects.
  • Experience with major public assembly venues, sports or entertainment districts, mixed-use developments, urban renewal, or complex public-private projects.
  • Knowledge of delivery methods including Design-Bid-Build, CMaR, Design-Build, Progressive Design-Build, and P3.
  • Strong understanding of design, permitting, construction administration, commissioning, and closeout.
  • Experience reviewing schedules, budgets, estimates, change orders, pay applications, and project controls.
  • Ability to coordinate diverse stakeholders while maintaining focus on public objectives.
  • Excellent writing, presentation, communication, and negotiation skills.
Preferred Qualifications:
  • RA, PE, PMP, CCM, or equivalent professional credential.
  • Experience with municipalities, redevelopment authorities, public agencies, or economic development organizations.
  • Experience with P3s and complex development agreements.
  • Familiarity with public infrastructure and redevelopment funding programs.
  • Experience with projects exceeding $100 million in development value.
Knowledge, Skills, and Abilities:
  • Expertise in capital project planning, procurement, design, and construction management.
  • Strong understanding of municipal development, zoning, permitting, infrastructure coordination, and agency operations.
  • Knowledge of A/E documentation and construction industry best practices.
  • Strong leadership, organizational, and project management skills.
  • Ability to identify risks early and implement effective mitigation strategies.
  • Ability to build consensus among developers, consultants, contractors, officials, agencies, and community stakeholders.
  • Ability to manage multiple complex projects while balancing attention to detail with strategic priorities.
