Qualifications

• Experience leading waterfall, agile, or hybrid projects.

• Minimum 7 years applying finance, contracts, staffing, and communications in PM.

• Minimum 5 years creating integrated project plans & managing scope.

Job Summary

The Senior Project Manager - Expert is responsible for leading and managing complex, high-impact business operations projects across multiple domains such as finance, contracts, staffing, and external communications. This role involves coordinating with internal teams, external vendors, and state agencies to ensure alignment with strategic program priorities using recognized project management methodologies.

Responsibilities

• Serve as the project manager for all business operations components.
• Develop comprehensive project management plans including scope, requirements, risk management, and schedules.
• Apply appropriate project management methodologies to monitor and control scope, schedule, budget, and quality.
• Implement formal change management processes to track and incorporate project changes.
• Manage project resources and team activities, providing feedback to ensure alignment with plans.
• Provide regular project reporting on progress, risks, and blockers to stakeholders.
• Leverage domain expertise in finance, contracts, and staffing to support organizational projects and processes.
• Coordinate closely with internal staff, external vendors, and other state agencies.
• Oversee vendor project management to ensure contractual compliance and alignment.
• Facilitate communication and planning as a central point of contact across organizations.

Required Skills & Certifications

• Bachelor s degree in computer science, IT, business administration, project management, or related field.
• 3-5 years of experience managing Medicaid or health IT technical projects or equivalent experience.
• Proven ability to develop and manage integrated master schedules and project budgets.
• Strong knowledge of vendor management and contract deliverables.
• Experience leading projects with waterfall, agile, or hybrid methodologies.
• Proficiency with project management software such as Microsoft Project, Jira, Asana, Smartsheet, Workday, or Monday.com.
• Minimum 7 years applying finance, contracts, staffing, and communications expertise in project management.
• Minimum 7 years providing project management oversight of vendor implementation projects.
• Minimum 5 years developing integrated project plans and managing scope, schedule, risks, communication, and change control.
• Minimum 3 years providing regular project reporting to stakeholders.

Preferred Skills & Certifications

• Experience coordinating with multiple state agencies and external vendors.
• Advanced certifications in project management methodologies (e.g., PMP, Agile certifications).
• Experience with health IT or Medicaid-specific projects.

Special Considerations

• Absences greater than two weeks require prior approval and must provide reachable contact information.
• Candidate must agree to work under strict compliance with contractual and compensation requirements.
• Subcontractor status must be disclosed at submission and any changes notified promptly.
• No outsourcing of work to other countries without prior agency notification.
• Adherence to hourly caps and overtime payment laws is mandatory.
• Candidate credentials must be thoroughly validated and attested for accuracy.
