Senior IT Project Manager – Healthcare Systems Modernization
12-Month Contract | Tallahassee, FL | Hybrid – Minimum 2 Days Onsite/Week
Our client is seeking an experienced Senior IT Project Manager to manage one or more large, highly complex technology projects supporting the modernization, enhancement, and implementation of enterprise software applications.
This is a highly visible project management role requiring someone who can work effectively with technical teams, business stakeholders, vendors, and senior leadership. The ideal candidate will have extensive experience managing complex IT projects in a structured government or enterprise environment and be comfortable working in a hybrid Agile/Scrum delivery model.
Experience supporting state Medicare/Medicaid modernization or other large-scale healthcare systems modernization projects is highly preferred.

Key Responsibilities
- Lead and manage large, highly complex IT projects through the complete project lifecycle.
- Develop and maintain project charters, project plans, schedules, Work Breakdown Structures (WBS), budgets, and resource plans.
- Manage project initiation, planning, execution, monitoring/control, and closeout.
- Lead project teams in a hybrid Agile environment.
- Create and refine product backlogs, plan sprints, assign work, and track deliverables using Azure DevOps or similar ALM tools.
- Facilitate project meetings with technical teams, business stakeholders, vendors, and leadership.
- Manage project issues, risks, dependencies, action items, and mitigation plans.
- Coordinate activities across multiple project teams and vendors.
- Develop and document current-state and future-state business processes, requirements, user stories, process flows, and system documentation.
- Coordinate application development, testing, implementation, production deployment, and change-control activities.
- Develop and maintain test plans, implementation plans, pilot plans, and training plans.
- Prepare project status reports and communicate project health, milestones, risks, and issues to stakeholders and leadership.
- Ensure project documentation and deliverables follow established methodologies, standards, governance, and templates.
- Identify obstacles, resolve conflicts, and drive issues toward resolution.
- Coordinate production releases and deployments with application development and technical leadership.
- Adapt project priorities and daily work plans based on changing business and customer needs.
Required Qualifications
- 7+ years of professional IT experience
- 4+ years managing IT projects using formal project management principles and practices consistent with the PMI/PMBOK framework
- Demonstrated experience managing complex technology projects from initiation through completion
- Agile methodology experience is required
- Scrum experience preferred
- Experience creating/refining product backlogs and planning sprints
- Experience using Azure DevOps, Jira, or similar application lifecycle/project management tools

- Experience supporting state government technology programs
- Experience with Medicaid/Medicare systems modernization
- Experience with large-scale healthcare IT modernization/transformation
- Experience working with government agencies, healthcare organizations, or large system integrators
- Business analysis experience
- Experience documenting business processes and requirements
- Experience with complex enterprise application implementations
- Experience coordinating multiple vendors and technical teams
Ideal Candidate
The strongest candidates will be senior-level IT Project Managers who have successfully led complex enterprise modernization initiatives and can operate comfortably between business stakeholders, technical teams, vendors, and executive leadership.
Healthcare technology experience—particularly Medicaid/Medicare modernization—will be a significant advantage.
Candidates must be able to work onsite in Tallahassee, FL at least 2 days per week.
