Senior Project Engineer, Utilities (Level IV / V)

Base Salary: $97,000 – $144,000 annually (DOE)

Position Overview

This is a high-impact senior technical opportunity for a licensed Professional Engineer with strong water/wastewater and utilities experience. As a Senior Project Engineer, Utilities, you will direct engineering design teams through the full project lifecycle, supporting pipeline, lift station, water treatment, wastewater treatment, and public facility projects from initial concept through successful completion.

This role is ideal for an experienced engineer who wants to stay technically engaged while stepping into stronger team leadership, design oversight, client coordination, and project delivery responsibility. Level IV is generally aligned with engineers bringing 6–10 years of experience, while Level V is aligned with professionals bringing 10+ years of experience and deeper technical leadership capability.

Core Responsibilities
  • Lead and manage the planning, design, and production of lift station, pipeline, water treatment, wastewater treatment, and public facility projects
  • Direct engineering design teams through conceptual design, technical development, construction documentation, and project delivery
  • Develop plans, design reports, technical specifications, calculations, schedules, and project documentation
  • Provide Project Managers with scopes, man-hour estimates, resource planning, and technical input to support project execution
  • Lead design teams in alignment with CPH standards, client standards, schedules, budgets, and quality expectations
  • Oversee junior engineers in shop drawing reviews, construction administration duties, and technical documentation
  • Serve as Engineer of Record when applicable, ensuring technical accuracy and regulatory compliance
  • Monitor project progress, compare actual costs with estimates, and support monthly reporting for project leadership
  • Review existing equipment, facilities, systems, and processes to improve efficiency, quality, and cost performance
  • Coordinate with internal teams, contractors, project managers, clients, and external stakeholders to achieve project goals
  • Serve as a primary point of contact for internal and external clients
  • Support site investigations, construction observation, business development, and project management activities as needed
  • Prepare or review reports, exhibits, and technical documentation related to field observations and project findings
  • Collaborate with other project engineers to share solutions, improve delivery, and support consistent technical standards
Required Qualifications
  • Education: Bachelor’s Degree in Civil Engineering, Environmental Engineering, or related engineering discipline
  • Licensure: Active Professional Engineer (PE) license required
  • Florida PE: Florida PE license strongly preferred; out-of-state PE candidates should be eligible for Florida reciprocity
  • Experience: 6–10+ years of relevant experience in a consulting engineering environment, with 10+ years aligned to Level V consideration
  • PE Experience: 2+ years of active PE licensure preferred
  • Technical Expertise: Strong knowledge of engineering principles related to pipeline, lift station, water treatment, wastewater treatment, and/or public facility design
  • Project Delivery: Experience leading design production, developing technical deliverables, and supporting projects from concept through completion
  • Team Leadership: Ability to effectively lead, coordinate, and inspire engineering design teams
  • Software: Proficiency in Microsoft Office, including Word, Excel, and Outlook
  • Project Tools: Familiarity with Deltek VantagePoint, Smartsheet, or similar project management platforms
  • Communication: Excellent oral, written, organizational, and client-facing communication skills
  • Multi-Disciplinary Coordination: Comfortable working with architects, engineers, designers, contractors, and project managers in a collaborative A/E environment
  • Schedule & Budget Management: Ability to manage multiple priorities while adhering to project schedules, budgets, and quality standards
  • Codes & Standards: Working knowledge of applicable codes, design standards, and construction practices
  • Transportation: Valid driver’s license and clean driving record required
Preferred Qualifications
  • Experience: 10+ years of utilities, water/wastewater, or public facility engineering experience
  • Leadership Level: Experience directing design teams, mentoring junior engineers, and managing technical deliverables across multiple active projects
  • Municipal Utilities: Experience supporting municipal utility, public works, or public-sector water/wastewater projects
  • Regulatory Knowledge: Familiarity with FDEP permitting, AWWA standards, local utility authority requirements, and public agency review processes
  • Modeling Tools: Experience with WaterCAD, SewerCAD, Civil 3D, AutoCAD, or similar engineering/modeling tools
  • Construction Administration: Experience overseeing RFIs, shop drawings, construction observation, field reports, and Engineer of Record responsibilities
  • Business Development: Interest or experience supporting client development, proposals, site meetings, and project growth opportunities
  • Operational Strength: Ability to identify process improvements, reduce costs, improve quality, and support consistent project delivery

  • E4 Band: Typically aligned with candidates bringing 6–10 years of relevant experience
  • E5 Band: Typically aligned with candidates bringing 10+ years of relevant experience and stronger technical leadership capability
  • Base Salary: $97,000 – $144,000 annually, depending on experience, licensure, technical depth, and project leadership responsibility
