June 4, 2025 (6/4/2025) update: The Transportation & Mobility Department is no longer recruiting for this position. The Engineering Department is continuing to recruit for a Senior Engineer, Project Engineer, or Engineering Associate.

The City of Bend Engineering and Transportation & Mobility Departments are currently seeking applicants for two (2) Engineer positions at various levels within the job family. These opportunities are FLSA exempt (overtime ineligible), non-represented positions, filled at either the Senior Engineer, Project Engineer, or Engineering Associate level, depending on candidate experience. The preference is to fill the positions at the Senior Engineer or Project Engineer level.

This recruitment will also be used to determine an eligibility list for upcoming vacancies at various levels for up to 6 months. The eligibility list may be canceled at any time at the discretion of the City.

Position 1: Engineering Department

This role manages mid to large capital projects, especially transportation projects funded by a Transportation GO Bond. Responsibilities include overseeing projects from concept through construction, engaging with the public, other agencies, and departments.

The ideal candidate is an innovative, experienced, self-motivated senior-level engineer responsible for delivering projects in the Transportation and Accessibility CIPs, which may include Water, Stormwater, Sewer, or General Obligation Transportation Bond components.

The candidate should have proven experience in full project lifecycle management, including planning, design, management, mentorship, procurement, fiscal accountability, and construction oversight.

Position 2: Transportation & Mobility Department

This role involves working on smaller projects and mobility programs aimed at safety, congestion reduction, and diverse travel options. Responsibilities include collaboration with developers, engineers, the public, and other City departments. The position requires a strong background in multi-modal transportation and may involve in-house design for quick-build projects.

Functions, Duties, and Responsibilities

Essential Functions Include:

  • Assist in or prepare engineering plans, specifications, reports, and studies.
  • Prepare cost estimates, analyses, material lists, and schedules.
  • Analyze technical information, interpret reports, and solve operational problems.
  • Assist in design and support of small-scale projects.
  • Use AutoCAD, Teams, Word, Excel, and other software for project support.
  • Conduct field inspections and plan reviews.
  • Transport and set up equipment for field work.
  • Maintain electronic and paper data records.
  • Analyze water, sewer, stormwater, and transportation systems using models and GIS.
  • Coordinate with City staff on project planning and scheduling.
  • Promote safety practices and respond to emergencies as directed.
  • Perform other related duties as assigned.
Project Engineer

Full Classification

  • Manage projects from concept to completion, including design, outreach, coordination, documentation, budgeting, scheduling, and construction management.
  • Review and accept/reject work, techniques, and materials.
  • Develop and monitor project budgets and expenses.
  • Represent the department in meetings with consultants.
  • Ensure projects stay within budget and establish project priorities.
  • Coordinate with other City staff on project completion and scheduling.
  • Promote safety and respond to emergencies.
  • Perform other duties as assigned.
Senior Project Engineer

Full Classification

  • Manage major projects or several moderate projects with complex features.
  • Review relevant project documents.
  • Control design, inspection, traffic, and right-of-way activities.
  • Coordinate with City staff on project completion and scheduling.
  • Review plans and materials, and recommend approaches.
  • Develop and monitor project budgets and expenses.
  • Represent the department in meetings with consultants.
  • Ensure projects remain within cost estimates and priorities.
  • Promote safety and respond to emergencies.
  • Perform other duties as assigned.
Education, Experience, Certifications, and Licenses

Engineering Associate:

  • Bachelor’s degree in Civil Engineering or equivalent experience.
  • Engineer-In-Training certification required or to be acquired within six months.
  • Valid Oregon driver’s license.

Project Engineer:

  • Bachelor’s degree in Civil Engineering or equivalent.
  • 4-5 years’ experience in a similar role.
  • Professional Engineer license in Oregon required or to be acquired within six months.
  • Valid driver’s license.

Senior Project Engineer:

  • Bachelor’s degree in Civil Engineering or equivalent.
  • 6-8 years’ experience in similar roles.
  • Professional Engineer license in Oregon required or to be acquired within six months.
  • Valid driver’s license.
