Job summary

Samsung Austin Semiconductor is seeking a Project Controls Engineer to serve as the central technical hub for project finances and scheduling. You will oversee cost, schedule, and the Integrated Change Management process to keep projects on time and within budget.

This role requires cross-functional collaboration across Engineering, Procurement, Contracts, and Construction. You will develop dashboards, forecast costs, and identify risks to enable proactive, evidence-based decisions that protect

• Requires degree in Engineering, Construction Management, or Finance or equivalent experience.
• Experience with cost and scheduling controls and integrated change management.
• Proficient in Primavera P6 or MS Project for baselining and what-if modeling.
• Strong MS Office skills to build executive dashboards and reports.

Responsibilities

• Lead end-to-end workflow for project deviations and impact analysis.
• Maintain budget and schedule source of truth with audit-ready documentation.
• Coordinate between Engineering, Procurement, Contracts and Construction for milestone funding.
• Identify cost or schedule overruns and develop corrective actions.
• Provide project cost projections and funding needs to prevent shortfalls.
• Develop and present weekly/monthly KPI dashboards highlighting risks.

Position Summary

The Project Controls Engineer serves as the primary technical integration hub for the project's financial and operational health. This role is responsible for the rigorous oversight of cost, scheduling, and the Integrated Change Management process to ensure the project remains on time and within budget. By synthesizing data from engineering, procurement, and construction teams, the Project Controls Engineer provides the visibility needed for early risk detection and evidence-based decision-making. This is a high-visibility role focused on maintaining financial integrity and schedule precision from project initiation through completion.

Role and Responsibilities

Here's What You’ll Be Responsible For:

• Leading the end-to-end workflow for all project deviations-from initial request and impact analysis to final baseline update.
• Maintaining the "Source of Truth" for the project's budget and schedule, ensuring any changes are vetted and documented for audit purposes.
• Acting as the "hub" between Engineering, Procurement, Contracts, and Construction to ensure milestones align with funding.
• Proactively identifying potential cost or schedule overruns and collaborating with management to create corrective action plans.
• Providing accurate projections of total project costs and identifying remaining funding requirements to prevent budget shortfalls.
• Developing and presenting weekly/monthly dashboards that highlight KPIs, variances, and critical risks to stakeholders.
• Analyzing contractor claims against the actual contract terms to ensure the company is not overpaying for change orders.

Skills and Qualifications

Here's What You’ll Need:

• Expert-level experience in Primavera P6 and/or Microsoft Project (this is the primary tool for their "what-if" modeling and baseline management).
• Proven experience managing a Change Control Board (CCB) or a formal change log, including the ability to perform holistic impact assessments (cost + schedule + quality).
• Ability to perform financial forecasting, track expenditures against a budget, and manage cost allocations.
• A degree in Engineering, Construction Management, or Finance (or equivalent extensive industry experience).
• Advanced MS Office skills (Excel/PowerPoint) with the ability to turn raw data from multiple departments into executive-level dashboards and reports.

The current base salary range for this role is between $106,000- $145,000. Individual base pay rates will depend on factors including duties, work location, education, skills, qualifications and experience. Total compensation for this position will include a competitive benefits package and may include participation in company incentive compensation programs, which are based on factors to include organizational and individual performance.
